Published requirement description

Scottish Hydro Electric Power Distribution plc and Southern Electric Power Distribution plc (SSEN) intends to establish multi-supplier Framework Agreements for the design, manufacture, testing, supply and delivery of 11kV indoor metal-enclosed primary switchgear for use across the SSEN Distribution network.

The Framework will support asset replacement, network reinforcement, customer connections and strategic investment programmes throughout the remainder of ED2, ED3 and the early years of ED4. Current planning assumptions indicate forecast demand of approximately 2,600 switchgear panels over the anticipated Framework lifecycle, although these volumes are indicative only and no minimum volume or value of work is guaranteed.

The procurement is structured across four lots:

Lot 1: Conventional CT/VT Fixed-Pattern Switchgear

Lot 2: LPIT-Enabled Fixed-Pattern Switchgear

Lot 3: Conventional CT/VT Withdrawable Switchgear

Lot 4: LPIT-Enabled Withdrawable Switchgear

The Framework will support SSEN's wider switchgear standardisation strategy, intended to improve affordability, manufacturing efficiency, security of supply, supply-chain resilience, lead-time performance and whole-life asset value through increased standardisation and product rationalisation.

Read the full description (1,016 more characters)

Fixed-pattern switchgear remains SSEN's preferred architecture and is expected to account for the majority of Framework demand. Dedicated withdrawable lots have been included to support specific project requirements and future network investment needs.

The scope may include, but is not limited to:

- 11kV indoor metal-enclosed primary switchgear;

- fixed-pattern and withdrawable switchgear assemblies;

- conventional CT/VT and LPIT-enabled instrument transformer solutions;

- protection and control interfaces;

- manufacturer testing and certification;

- technical support and engineering assistance;

- installation and commissioning support services;

- training, warranty and after-sales support;

- spare parts and lifecycle support; and

- associated software, firmware, cyber-security support and obsolescence management activities where applicable.

Applicants may apply for one, multiple or all lots. Framework appointments and subsequent call-off opportunities will be awarded in accordance with the procurement documents.

Published description of the framework

Suppliers will be appointed to the Framework following completion of the competitive procurement process described within the procurement documents. The Framework is anticipated to comprise four lots covering: • Lot 1 – Conventional CT/VT Fixed-Pattern Switchgear • Lot 2 – LPIT-Enabled Fixed-Pattern Switchgear • Lot 3 – Conventional CT/VT Withdrawable Switchgear • Lot 4 – LPIT-Enabled Withdrawable Switchgear Suppliers may apply for one, multiple or all lots. Framework appointments will be made separately for each lot. Framework awards will be made to the suppliers submitting the most advantageous tenders in accordance with the evaluation methodology detailed within the procurement documents. Public contracts may be awarded either directly or following a competitive selection process between the suppliers appointed to the relevant lot, in accordance with the Framework Agreement. Prices may be established through supplier framework pricing schedules, agreed pricing mechanisms, project-specific quotations and/or further competition, as detailed within the Invitation to Tender and Framework documentation. SSEN currently anticipates appointing multiple suppliers to each lot, although the final number of framework suppliers appointed to each lot will be determined through the procurement process and may vary by lot.

How the contest usually goes

Left: this authority. Right: the market where the work is delivered. Bids and award-vs-estimate pairs are per lot, from contested frameworks and DPS only — direct awards (including PA 2023 transparency notices) report one bid by definition and are left out. On Procurement Act 2023 notices the count is the tenders assessed at the final stage, not every submission received; pairs compare like with like (VAT-exclusive, or VAT-inclusive on both sides). Empty means nothing was published, not filled in from elsewhere.

Coverage and what to read with care
  • Each tile explains itself. The on a figure says what it is, how it is counted and which scope this notice’s own record came from (class, division, all categories, or the authority’s 24-month row). The two columns are never blended and nothing is filled from a UK-wide figure; an empty tile means the source published nothing usable. Long form: Methodology.
  • Coverage. Roughly 40 % of notices publish a bid count; about half publish an ITL1 delivery location, so the market column reads the authority’s registered region when the notice has none (labelled). About 30 % of award-vs-estimate pairs are exact matches — the buyer published the award at the estimate. n is on every figure; a thin sample is muted, never hidden.
  • “Match” and “relevance” are model scores from the nightly matcher, not published facts. Find a Tender does not publish who is bidding. Never shown: contact details, payment behaviour, or a recommended price.
