Published requirement description

Scottish and Southern Electricity Networks, comprising Scottish Hydro Electric Power Distribution plc and Southern Electric Power Distribution plc, intends to establish a multi-supplier Framework Agreement for the supply and delivery of low voltage (LV) and medium voltage (MV) cable products. The Framework Agreement may also be called off by SSEN Transmission, SSE Renewables, SSE utility Solution Ltd, TESGL Ltd and SSE Heat Networks Ltd where technically appropriate.

The scope will include LV concentric cables, LV waveform cables, LV auxiliary “fast runner” cables, and 11kV and 33kV cable products. By combining these requirements into a single procurement exercise, SSEN aims to improve security of supply, maximise competition, support supplier participation, provide greater demand visibility, and deliver value for customers. The arrangement is also intended to support SSEN Distribution’s ED3 and ED4 investment programme and future network requirements.

The proposed scope of the new framework is intended to be, but not limited to:

SSEN intends to establish a multi-supplier framework and currently anticipates appointing up to the three highest ranked suppliers per lot, subject to receipt of sufficient compliant, suitable and competitive tenders. Suppliers will be ranked following evaluation; however, SSE would retain flexibility to allocate requirements between awarded suppliers based on operational requirements, service performance, lead times, product availability, manufacturing capacity, quality performance and overall value delivered.

As part of the tender process, suppliers may be required to submit pricing against a range of indicative award and allocation scenarios, which may include sole supplier, dual-source and multi-supplier models. This will allow SSEN to assess the relationship between volume allocation, pricing efficiency, supply chain resilience and value for money before finalising the award strategy.

Suppliers may also be invited to identify any additional commercial benefits, capacity commitments, service improvements or efficiencies that could be achieved through the award of multiple lots. SSEN will consider these alongside the need to maintain appropriate supply chain resilience and continuity of supply.

Suppliers will not be required to hold full SSEN technical approval prior to framework award. This approach is intended to support participation from a wider range of technically credible manufacturers. All suppliers will remain subject to SSEN’s technical assessment and approval requirements, and no supplier will be permitted to supply cable under the framework until the relevant approvals have been successfully completed.
