Lots and requirements (8)Procurement structure
8 lots · all with a published value · evaluation weights differ by lotEvery one of these 8 lots carries the same published figure, £36,250,000,000: it is the framework's maximum for the whole notice, not each lot's own budget, and no share per lot is published. The cards below say ceiling above rather than repeat it.
Lot #1UK and Overseas POS Business Travel, Accommodation and Venue Find ServicesRenewalceiling above
Lot 1 UK and Overseas POS Business Travel, Accommodation and Venue Find Services
Lot #2UK-booked Business Travel and AccommodationRenewalceiling above
Lot 2 UK and Overseas POS Business Travel, provides a comprehensive, end-to-end global travel management solution covering domestic and international air, rail, ground transport, accommodation, venue sourcing, and event management across both UK and overseas Points of Sale.
Lot #3(Venue Find and Supporting Services for Meetings, Conferences and Events)Renewalceiling above
Lot 3 (Venue Find and Supporting Services for Meetings, Conferences and Events) retains the standalone MCE route that operated under RM6342 but widens and modernises its scope. The lot covers the full event lifecycle on a residential or non-residential basis and applies a Government Estate First tiering model that exhausts free and discounted public-sector space before commercial venues. Scope now includes standalone Group Accommodation, defined as nine or more travellers or delegates whether or not connected to an event, with mandated offline parity and inventory access, and a strengthened technology requirement covering virtual, digital, and hybrid delivery and structured quotation and cost-management.
Lot #4(Accommodation and Venues for Civilian Programmes)Renewalceiling above
Lot 4 (Accommodation and Venues for Civilian Programmes) consolidates crisis response, civilian programmes, and duty-of-care accommodation, removing the contested overlap between RM6342 Lots 1 and 4. The specification supports Booked and Managed Service models. The scope now explicitly includes residential accommodation as well as "non-standard" accommodation such as repurposed venues and sites to support civilian programmes, along with essential ancillary services such as welfare and security services required for these cohorts. Housing will be included as a mandatory service. Civilian cohorts may include those impacted by an endemic or pandemic, early release patients, prison leavers, people seeking refuge (for example victims of domestic abuse), refugees, people at risk of destitution, people experiencing homelessness, victims of a Crisis event or mass evacuation, and more.
Lot #5(Air Charter and Lease)Renewalceiling above
Lot 5 (Air Charter and Lease) moves Air Charter and Lease out of bundled TMC delivery and into a dedicated specialist route, giving customers a faster, more transparent route during evacuation or crisis events. This would also open up further opportunities for SMEs within the RM6408 agreement. This Lot includes Air Charters, Wet Lease, Damp Lease and Dry Lease for Ministers, staff and civilians, and may be used for both Crisis response and Business as Usual.
Lot #6(Passenger Transport)Renewalceiling above
Lot 6 (Passenger Transport) responds to evidence that the previous bundled approach failed to deliver value for money for high-volume users such as Health and Infrastructure. RM6408 establishes a stand-alone lot covering ad-hoc and pre-booked taxis, coaches, rail replacement services, and taxis for hospital patients under non-emergency patient transport, directly accessible to customers. Private ambulance provision sits outside the core scope and is available only as an optional service where a Buyer requires it . Following extensive consultation with stakeholders, and to ensure the integrity of the customer journey, it was decided that passenger transport aggregators provided the most resilient solution to maintain end-to-end journey and service reliability.
Lot #7(Online Travel Agent Services for Self-Serve Travel)Renewalceiling above
Lot 7 (Online Travel Agent Services for Self-Serve Travel). In line with Business Plan objectives and ambitions, and in response to Customer feedback and requirements, the introduction of a self-serve digital solution allows customers to have a simpler, faster and compliant route to market when responding to emergency and simple travel requirements, without having to wait for manual quotes or navigate cumbersome offline approval processes. Anything that requires full civilian accommodation support services will be routed through Lot 4.
Lot #8(Defence and Other Specialist Travel Services )Renewalceiling above
Lot 8 - (Defence and Other Specialist Travel Services) provides a dedicated route to market for MoD specialist requirements, with potential extension to FCDO. MoD, and likewise FCDO, have a specialist scope that carries materially different supplier capability, security, and operational requirements from civilian government business travel; customer engagement has proven that housing it within Lot 1 would distort evaluation, suppress mainstream TMC appetite, and constrain MoD's ability to access fit-for-purpose specialist providers. The lot allows specification, evaluation criteria, and call-off routing to be tuned to specialist demand, while preserving the competitive tension across Lots 1–7.

How this buyer will score bids.
The evaluation criteria and weights exactly as published on the notice, grouped by family (price, quality, social value and so on).
Lots publish different evaluation splits; there is no single procedure weighting.
- Price carries 40 points on every lot: a 10% discount moves about 4 points.
- “Global Travel, Accommodation and Venue Management Services” is a framework: the contest is a place on its panel, not a single contract: call-offs may be direct or by further competition.
Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.

Government Commercial Agency procures on behalf of other bodies; its record below covers every client it has tendered for, next to the published market for the same work. How the contest usually goes
Winner shares use published awards; bid and price charts use contested lots.
i
How often small and medium firms win.
Share of awards where the winner’s size is known.
The counts under this question show how many awards have a known supplier size.
Small firms have won here. Neither number says whether you qualify; it describes who has been winning.
i
How often local firms win similar work.
Winners with a registered address in the delivery region, out of awards with a known address.
Here, local means the winner is registered in the region where that contract was delivered.
A local branch does not count if the registered address is elsewhere.
Most of this buyer’s recorded winners are registered outside North West England.
i
How long buyers here take to decide after bids close.
Middle value in days from the deadline to the first award notice, on competitions that published both dates.
Only decided tenders count, so slow ones still waiting are not in.
Half of these awards were announced within 138 days of the bid deadline.
i
How often work is awarded with no recorded rival.
Direct awards and tenders where every published lot count shows one bid.
Thin markets produce this too; it is not proof of a tailored specification.
Missing bid counts may hide more single-bid awards. This share is a minimum.

How did awards compare with estimates?
i
Where winning prices landed against estimates.
Each colour shows awards below, close to or above the published estimate, one lot at a time.
On a framework or DPS, prices are agreed when work is called off.
Past prices are a guide, not a bid price.
Not comparable on a framework or DPS. The notice sets up a supplier panel and a ceiling value; what the work actually costs is agreed later, on each call-off or mini-competition, and those publish as contract notices of their own. The award-vs-estimate record of this market therefore sits on the call-offs; this page shows it on the contracts, not on the panel that frames them.

About this data
- Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
- Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
- Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
- Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
