What is being bought
Published requirement descriptionThe Framework (via Light Touch Regime) will be for an initial term of 4 years or when the contract value reaches £3.5m, whichever occurs first (the "Contract Period"). There is no guarantee of spend through this framework.
The Delivery Partner(s) will lease or acquire 2-4 bedroom homes to house families who the Council owe a duty to provide temporary accommodation to, under s.188, s.190 or s.193.
The main objective is to provide safe and secure accommodation, whilst reducing the cost of Temporary Accommodation to the Council by incentivising owners of properties which have been empty for 6 months' or more to bring them back into use.
The project is not aimed at households with ongoing housing related support needs, however the Council's Temporary Accommodation & Move On team for Homeless Families will provide support when needs are highlighted.

Published description of the framework
The Council intends to appoint a maximum of three (3) suppliers to the Framework. Suppliers will be ranked based on their final evaluation score, and the highest scoring suppliers (up to a maximum of three) will be awarded a place on the Framework. To obtain a place on the framework providers must score 75% or above will be awarded a place on the Framework. Notwithstanding the above, the Council reserves the right, at its absolute discretion, to appoint one or more suppliers who achieve a score below 75% where it considers this to be in the Council's best interests, having regard to factors including service capacity, market conditions, contract deliverability and the overall outcome of the procurement. Placement decisions will be based on the following operational criteria: • mobilisation & delivery model • property standards & compliance • property refurbishment & void management • tenancy housing management • safeguarding & supporting vulnerable families • partnership working & integration • risk management & financial sustainability • performance management & reporting
