What is being bought
The Authority is seeking suppliers for a Framework Agreement to provide Technology Enabled Care and Support (TECS) equipment and associated services. This includes the supply, delivery, installation, maintenance and support of telecare technologies that help people live independently and safely. The framework may cover personal alarms, falls detectors, environmental sensors (such as smoke, flood and carbon monoxide detectors), GPS tracking devices, telecare hubs, medication reminder devices, activity monitoring systems and related accessories. Suppliers will be required to provide compliant, high-quality equipment and may also be required to offer installation, training, repairs, technical support and equipment replacement services. The framework will support adult social care, health and wellbeing services and will allow the Authority to purchase individual items, bulk equipment or complete TECS solutions as required.

    The Authority undertook a targeted pre-procurement market engagement exercise to inform the development of a Framework Agreement for the provision of Technology Enabled Care and Support (TECS) equipment and associated services. A number of suppliers operating within the TECS market were contacted directly and invited to participate in discussions regarding current market capabilities, product availability, technological developments, service requirements and framework design. Engagement was undertaken to help establish requirements and ensure that the proposed procurement is proportionate, competitive and aligned with current industry standards. Discussions were held remotely with suppliers who were given the opportunity to share information and submit feedback on the proposed scope of the framework. The engagement was conducted solely for market research purposes and did not provide any supplier with an advantage in any subsequent procurement process.
