    "description": "This UK5 transparency notice informs the market of the Authority’s intention to award a contract directly to Langley Trust for the provision of the Complex Move on service. \nThe Complex Move On service provides specialist risk management services, rehabilitation and resettlement support for people on probation with complex needs who are accommodated within pre-existing specialist accommodation settings. \nThe service supports His Majesty Prison and Probation Service (HMPPS) in managing individuals who require enhanced levels of care and risk management, by providing access to supported housing and other relevant support to individuals with complex needs with the aim of reducing the risk of reoffending. The funding from the Authority enables HMPPS to make referrals into these services by covering the additional costs associated with managing increased forensic risk and delivering appropriate criminogenic interventions. Funding for the accommodation and other support services will be obtained and managed by the supplier separately. Accordingly, the Authority does not have exclusive rights to the bed spaces used to deliver the service.\nThe support service is to be delivered within a portfolio of accommodation operated or accessed by the supplier, including: \n•\t24/7 registered care home provision (Care);\n•\t24/7 staffed provision (Extra Care); and \n•\tstep-down supported accommodation in the community which is not staffed (Supported Housing).\nThe service is expected to be provided in at least 8 out of the 11 Probation Service regions in England - listed below:\n- North East\n- North West\n- Yorkshire and the Humber\n- West Midlands\n- East Midlands\n- South West\n- South Central\n- East of England\n- London\n- Kent, Surrey and Sussex\n- Greater Manchester\nThe Authority expects to refer, as a maximum, 350 people at any one time within the service.\nThe cohort will include individuals subject to Multi Agency Public Protection Arrangements (MAPPA) Level 2 and Level 3 management, including those convicted of offences such as arson and sex offences.\nIndividuals referred to the service may present with a wide range of complex needs/risk levels, vulnerabilities and health conditions including autism spectrum conditions, dementia, hearing impairment, visual impairment, learning disability, mental ill health, personality disorder, physical disability, and poor physical health.\nReferrals into the service will be made by Probation Practitioners and subject to capacity and suitability assessments, the provider will be expected to accept referrals where an appropriate placement is available.  \nThere is no maximum duration for an individual’s eligibility for the service. Where living independently is part of the individual’s sentence plan, the supplier will assist the individual to support that transition through appropriate accommodation, rehabilitation and support interventions. The Supplier does not claim VAT as part of their payment for the performance of this contract.",

    "procurementMethodRationale": "The Authority has undertaken extensive market engagement in relation to this service. This included engagement with the market, as advertised in UK2 Notice 2025/S 000-041608, to assess market interest and identify suppliers with the capability and capacity to deliver this service. \nAs part of the engagement, interested suppliers were asked to complete a capability assessment against the Authority’s critical service requirements. Whilst a number of suppliers initially expressed an interest in the opportunity, the engagement exercise identified that these suppliers were either unable to meet the Authority’s requirements, subsequently withdrew their interest, or did not continue to engage with the assessment exercise. \nBased on the outcome of this market engagement exercise, the Authority concluded that there is no current viable competitive market capable of delivering the service requirements. The Authority therefore determined that, without changing the scope or requirements of the service, a competitive procurement would not be likely to result in the award of a suitable contract.   \nHaving regard to the outcome of the market engagement exercise and the critical nature of the services to be provided, the Authority considers that the circumstances support the use of a direct award and are consistent with the rationale set out in Part 6 of Schedule 5 to the Procurement Act 2023.\nThe Complex Move On contract is a business-critical service that plays an important role in supporting public protection and the effective management of individuals with complex needs. Any failure to continue delivering this service could create a significant public protection risk that would be unacceptable to the Authority. \nThe current contract expires on 31 March 2027 and to ensure the continuation of accommodation placements and rehabilitation support for this cohort, the Authority intends to enter into a new contract for the continued delivery of the service.\nDuring the term of the new contract, the Authority will continue to engage with the market to increase its understanding of supplier capability and capacity to inform future procurement approaches for the delivery of these service requirements.",
