Published requirement descriptionThe Capital Works Framework sets out the full technical, compliance and delivery requirements for a wide range of planned capital workstreams, including Kitchens & Bathrooms, Windows & Doors, Roofing, Electrical and Cyclical Decorations, across housing and property assets.
It is divided into eight lots, with Lots 6–8 covering multi‑disciplinary works that may incorporate several work elements within a single project

Market Engagement Notice: Capital Works Framework 2027
South East Consortium (SEC) is conducting Preliminary Market Engagement (PME) ahead of the procurement for our Capital Works Framework and Repairs and Maintenance DPS . As part of this we will be holding the following events:
- 10th December 2025 3pm - 4pm, Online Webinar, Existing suppliers under the current Internal and External Framework.
- 14th January 2026 - 1pm-3pm, In person event, Existing suppliers (SME only event)

All of our Preliminary Market Engagement (PME) will be documented on ProcureCo. It's a platform we'll be using to engage with suppliers throughout the process. We'll use it to share tender updates and to ask questions regarding our technical documents. The PME provides a good opportunity for you to ask questions, and for us to gain early insights into the project before we put the full framework together. All relevant documentation for this stage will be shared and accessible within the our PME Group on the platform.
