Published requirement description

This procurement is being conducted by the Metropolitan Police Service (MPS) on behalf of the Mayor's Office for Policing and Crime (MOPAC) who are the Contracting Authority as defined in Section 2 of the Procurement Act 2023.

Multi Lot Building Works Framework (BWF) to replace an existing BWF so as to deliver various works across the Metropolitan Police estate.

This agreement will provide access to construction works and associated services for projects across 9 Lots as described below.

The scope of works under the capital programme is diverse and includes, but is not limited to:

  • Internal refurbishment and fit-out
  • Alterations and extensions
  • Decoration and finishes
  • Public health engineering
  • Electronic Security Systems
  • Mechanical and electrical installation, repair, and replacement
  • Internal and external fabric repairs, replacement, and installation
  • Demolition and enabling works
  • Asbestos removal and management
  • New build works, with the option to include design services
  • Associated works and ancillary services required to support delivery

  • How the procedure runs: This is a two stage tender. Stage one includes completion of a Procurement Specific Questionnaire with Conditions of Participation. Successful Bidders at Stage 1 will be invited to Stage 2 Invitation to Tender. Stage 2 documentation will be issued in draft format at the same time of publication of the UK 4 Tender Notice but will be subject to refinement and amendment throughout the Stage 1 process. A final version of Stage 2 documents will be issued to the invited Stage 2 Bidders at the commencement of that stage.

Who may buy through it

City of London Police, National Crime Agency, Counter Terrorism Policing (CTPHQ plus UK wide CTP regional network) and members of the Greater London Authority Group (GLA) including Transport for London and the London Fire Commissioner may access the Framework.

Services will be delivered primarily within Greater London Metropolitan District, but the framework will also provide the option to fulfil United Kingdom wide requirements where in support of those named Contracting Authorities engaged in UK wide Counter Terrorism policing.

Published description of the framework

Multi supplier Lots will be subject to award of contracts either with or without further competition at the discretion of the Authority.

The Authority reserves the right to award a call-off contract directly to a specific supplier without further competition via the appropriate mechanism as set out within Schedule 2 - Call-off Procedures within the Framework Agreement.

Prior to the award of any call-off contract suppliers must maintain their certified Common Assessment Standard accreditation.

In the event that there is a challenge to the Competition and such a challenge is confined to any one particular lot/sub-lot, the Authority reserves the right to the extent that it is lawful to do so, to conclude a Framework Contract with the successful Suppliers in respect of the Lot(s) that has (have) not been so challenged. The Authority also reserves the right to extend Lots by varying durations.

The Met Police will use an eSourcing system (Coupa) for this.

Please note that, to register, you must have a valid DUNS number (as provided by Dun and Bradstreet) for the organisation which you are registering, who will be entering into a contract if invited to do so.

The Government is taking steps to further reduce the levels of cyber security risk in its supply chain through the Cyber Essentials Scheme. The scheme defines a set of controls which, when properly implemented, will provide organisations with basic protection from the most prevalent forms of threat coming from the internet.

Any potential bidders entering into a procurement with the MPS should ensure this is in place as whilst successful bidders may be awarded a contract, they will be unable to enter into any call off contracts with MPS until they are able to demonstrate that they meet the technical requirements prescribed by the Cyber Essentials Scheme for services under and in connection with this procurement.
