What is being bought
Published requirement descriptionAsset Management are a directorate within Places for London whose primary goal is to generate increased non-fare revenue for Places for London, and TfL, through the leasing of property.
This request seeks the appointment of a Contractor to undertake the construction works for the Canning Town retail project to create one new commercial unit in the Canning Town LU station ticket hall. The Contractor would also be the Principal Contractor under CDM Regulations 2015 from supply through to testing and commissioning.
The scope of contract includes the build, testing and handover of the retail unit.
The principal contractor will transform several operational rooms into a single retail space with a glazed shopfront opening onto the public area within the main ticket hall of Canning Town station. This transformation will not only upgrade the existing services but also create a vibrant retail space.

Lot awarding rule: The evaluation criteria have been structured to reflect the critical priorities of this procurement, balancing technical assurance with commercial competitiveness. Technical (60%) The technical component has been further broken down to focus on key areas: • Programme Management Given the procurements dependency securing additional income the timely delivery of the works and lead times are a critical success factor. A higher weighting has been assigned to this aspect to ensure suppliers can meet the completion date and avoid delays to interrelated work packages or Station operations. • Compliance with Scope Effective scope identification and compliance are essential to ensure supply chain delivery certainty. The weighting reflects the importance of proactive scope compliance, resources to be used and handover plan safeguarding project outcomes. Commercial (40%) A significant weighting has been allocated to commercial evaluation to ensure value for money is achieved through competitive pricing and favourable contractual terms.
