What is being bought

Milton Keynes City Council has a statutory duty to ensure that there is sufficient, good quality and safe provision for the young people in its care in accordance with Section 22G of the Children Act 1989. The Supported Accommodation (England) Regulations 2023 provides a legal framework for everyone providing supported accommodation for looked after children and care leavers aged 16 and 17 for whom the local authority has a duty to accommodate or arrange accommodation. The Regulations include the Quality Standards which set out the outcomes that supported accommodation providers are expected to achieve, as well as the underpinning requirements that providers must meet to achieve them for supported accommodation for young people. The scope of the services will provide support and accommodation to the following – • 16/17 Yearr old Children in Care and Separated Migrant children (Shared and solo provisions with onsite staffing 24/7) • 18+ Transitioning to adulthood/Care leavers (Shared provision with floating support) This market engagement exercise aims to gather insights and best practice to design and enhance the delivery of young peoples supported accommodation in Milton Keynes to ensure services meet need, are effectively delivered and achieve personalised outcomes for young people.     "description": "Milton Keynes is a growing city, experiencing significant growth in our population with an increase in the number of children looked after by the local authority. Demand for supported accommodation placements in Milton Keynes is forecast to increase driven by young people entering care in late adolescence, increasing numbers of separated migrant children being accommodated under the National Transfer Scheme, and the need for young people to transition from other placement settings to independent living in preparation for adulthood. The local authority intends to commission a range of accommodation-based support services for young people aged 16-25. The services will provide low, medium and bespoke support with pathways/lots primarily for 16/17 year olds, separated migrant children and 18+ care leavers. We are also keen to explore what the market can offer for dual registered services (Ofsted & CQC) that support and promote shared independent living for young people that will transition into adulthood with support from adult social care. The key objective of the services is to provide young people with the skills to live independently.",
