Procurement Scope & Specification
Executive Summary: Sheffield City Council: "Temporary Accommodation and Support Services Single Men, Single People and People Experiencing Severe Multiple Disadvantages". Published status: active. Published value: £8,531,183. 3 published lots. Recorded submission deadline: 4 Dec 2026, 12:00 GMT. Published submission portal: uk.eu-supply.com.
Official Requirement Description:
Lot 1: Supported housing for men who are homeless, rough sleeping, at risk of rough sleeping or at risk of repeat homelessness, and who require accommodation and housing-related support to obtain, sustain and progress from accommodation. The Service will provide a flexible mix of dispersed and scheme-based accommodation, with trauma-informed, strengths-based support that promotes stability, independence and successful move-on into settled housing. The Service forms part of Sheffield's wider homelessness pathway and supports a planned reduction in reliance on larger hostel-based provision. Lot 2: Supported housing for single people who are homeless, at risk of homelessness or rough sleeping, and whose needs are not well met by existing or scheme-based provision. The Service will provide safe, dispersed, single occupancy accommodation with flexible, trauma-informed and inclusive support, helping people build independence and move on successfully into settled housing. Lot 3: The Service will provide safe, suitable accommodation and flexible housing-related support for people experiencing repeated homelessness, severe multiple disadvantage and high housing-related support needs. The service will focus on stabilisation, sustainment of accommodation, access to wider support, independence and move on to settled housing.

Methodology & coverage notes (62 active published awards)
Coverage: 62 active published awards; 59 bid reports (which may be per lot); 34 valued awards. Supplier values exclude multi-supplier awards, frameworks and DPS, and use GBP only. They are published award values, not payments. Published-to-award variance compares single-lot, single-award, single-supplier GBP procedures with explicitly non-framework/non-DPS status; increases remain in the average. Every figure carries an evidence level: Robust (5+ observations), Moderate (3–4), Indicative (1–2). Unpublished data stays unknown. Awarded suppliers are winners, not all bidders.
