Published requirement descriptionNorth Tyneside Council are seeking to procure a fully cloud and browser-based Legal Case Management System to support the effective and efficient delivery of its Legal Services function. The solution will provide integrated legal case management, document redaction, court bundling, reporting and dashboard functionality, together with workflow automation, secure role-based access and mobile functionality. The requirement will also include implementation, migration of existing Council case data, training and ongoing support.
Contract duration: 3 years, with the option to extend for up to two further periods of 12 months each
How the procedure runs: The Authority will conduct a three-stage Competitive Flexible Procedure. Stage One and Stage Two documentation will be issued and submitted together. Only suppliers meeting all applicable Stage One requirements will progress to Stage Two; Stage Two submissions from unsuccessful Stage One suppliers will not be evaluated. Stage Two will evaluate the written tender against the published quality, social value and price criteria. Suppliers must meet all published minimum scoring and progression requirements to proceed to Stage Three. Stage Three will consist of structured solution demonstrations against pre-published scenarios and evaluation criteria. Stage Three scores will form part of the overall evaluation and will be combined with the applicable Stage Two scores to determine the most advantageous tender. The procedure will not include negotiation with suppliers and the Authority does not intend to refine the published award criteria during the procedure. Suppliers will only be removed between stages where they fail to meet the published pass/fail requirements, minimum scores or other stated progression criteria.
