Pre Engagement for the Provision of Community Safety Patrolling and Response Services
Authority: London Borough of Croydon (Local council)
What is being bought
Published requirement descriptionThe London Borough of Croydon is seeking to engage with the market in advance of a future procurement exercise for the provision of a Community Safety Patrolling and Response Service.
The purpose of this engagement is to gain insight into current market capability, innovation, best practice, service delivery models, emerging technologies, and commercial approaches that could support the Council in delivering an effective, efficient, and value-for-money service.
The Council is looking to engage with organisations that have the capacity, capability, and experience to provide community safety patrol services, support the reduction of anti-social behaviour (ASB), and work collaboratively with the Council and Access Croydon teams to support vulnerable residents and reduce instances of homelessness.
This engagement does not form part of any formal procurement process and is intended solely to inform the Council's future commissioning and procurement strategy.
Service Requirements
The Council is considering a borough-wide Patrol and Response Service comprising four separate but interconnected service areas.
The successful provider will be expected to demonstrate experience in delivering comparable services and hold accreditation under the Security Industry Authority (SIA) Approved Contractor Scheme (ACS), or an equivalent recognised industry accreditation demonstrating compliance with industry best practice.
The Council is not currently proposing to allow subcontracting of any part of the service.
Service Area 1: Environmental Patrols
A proactive and responsive patrol service tasked by Council officers to patrol identified priority locations ("red zones") and areas within the borough where environmental issues require management and enforcement support.
The service will include:
- Daytime and out-of-hours patrols.
- Patrols within parks, open spaces, town centres, and other identified locations.
- Reporting of environmental concerns and incidents.
- Engagement with residents and visitors.
- Support for Council-led environmental initiatives.
Service Area 2: Estates Anti-Social Behaviour Patrols
A proactive patrol service tasked by the Council's Safer Communities Team and focused on Council-managed housing estates.
The service will include:
- Visible reassurance patrols.
- Early intervention and engagement with residents.
- Identification and reporting of ASB incidents.
- Gathering intelligence to support Council enforcement activity.
- Partnership working with housing and community safety teams.
Service Area 3: Noise, Nuisance and Anti-Social Behaviour Response Service
A reactive patrol and response service responding to reports from residents regarding:
- Noise nuisance.
- Environmental nuisance.
- Anti-social behaviour.
- Neighbourhood disputes where appropriate.
- Community safety concerns requiring an on-site response.
The provider will be expected to gather evidence, provide incident reports, and work collaboratively with Council officers to support enforcement action where required.
Service Area 4: Borough-Wide Incident Reporting and Intelligence Service
The provider will be required to maintain effective reporting and intelligence systems, providing:
- Daily operational reports.
- Incident reporting and trend analysis.
- Management information and performance reporting.
- Evidence gathering and case support where appropriate.
- Recommendations for preventative interventions and service improvements.
Operational Requirements
The council is seeking a provider that can work across all four service areas in an integrated manner, delivering:
- High-quality community safety outcomes.
- Efficient deployment of resources.
- Continuous service improvement.
- Innovation and best practice.
- Opportunities to reduce future demand and expenditure.
The services will be delivered throughout the London Borough of Croydon, including certain Council-managed facilities located outside the borough boundary, such as cemeteries.
As operational requirements vary across the four service areas, the provider must be capable of delivering flexible and responsive services, including the ability to deploy personnel on a 24-hour, 7-day-a-week basis where required.
It is the intention of the council that there will be synergy across all services, therefore evidence of integrated working relationship will be a required.
The Council is also interested in preventative approaches and initiatives that contribute to a long-term reduction in anti-social behaviour, environmental nuisance, and community safety concerns.
Desired Outcomes
The Council is seeking a service that contributes to:
- Reduced levels of anti-social behaviour.
- Improved community safety and public reassurance.
- Enhanced resident satisfaction.
- Reduced repeat incidents and repeat locations.
- Improved support for vulnerable individuals.
- Better intelligence-led deployment of resources.
- Stronger partnership working between service providers, Council departments, and external agencies.
- Value for money and efficient use of public funds.

Share of awards where the winner’s size is known.
The counts under this question show how many awards have a known supplier size.
Small firms have won here. Neither number says whether you qualify; it describes who has been winning.
i
How often local firms win similar work.
Winners with a registered address in the delivery region, out of awards with a known address.
Here, local means registered in Greater London.
A local branch does not count if the registered address is elsewhere.
Most of this buyer’s recorded winners are registered in Greater London.
i
How long buyers here take to decide after bids close.
Middle value in days from the deadline to the first award notice, on competitions that published both dates.
Only decided tenders count, so slow ones still waiting are not in.
Half of these awards were announced within 95 days of the bid deadline.
i
How often work is awarded with no recorded rival.
Direct awards and tenders where every published lot count shows one bid.
The buyer’s share is a minimum: some awards have no bid count.
Thin markets produce this too; it is not proof of a tailored specification.
Direct awards or one recorded bid are common here. Check the route before spending time on a bid.

About this data
- Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
- Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
- Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
- Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
