Paper Hygiene and Associated Dispensers

YPO is seeking expressions of interest from providers of paper hygiene products, including toilet roll, hand towels, dispensers, tissues and towel rolls (e.g., couch rolls), with a view to re‑establishing a comprehensive framework agreement for the supply of these items to the UK public sector, including schools, local authorities, and other public‑sector organisations. YPO is looking to engage with suppliers who can support a broad range of solutions, including: Established branded paper hygiene products Proprietary dispensing systems widely used across the public sector Development, manufacture and supply of YPO own‑brand (private label) products Flexible fulfilment models, including warehouse delivery, direct‑to‑site delivery, and hybrid approaches YPO anticipates a multi‑lot structure and does not require suppliers to deliver across all elements. Suppliers may express interest in one or more areas aligned to their capability and strategic focus. As part of the expression of interest, suppliers are invited to provide a brief summary covering: Company capability and product offering Market insight, including trends, supply chain considerations, innovation, sustainability developments, and pricing pressures Views on potential framework structure, including lotting, delivery models, and opportunities for efficiency Social value commitments, aligned to UK public‑sector priorities such as sustainability, carbon reduction, community impact, employment and skills Relevant certifications and standards, such as FSC/PEFC, ISO accreditations, environmental credentials, and product compliance Insurance levels, including public liability, product liability, and any other relevant cover Any additional information that may support YPO’s understanding of your organisation’s capability, capacity, and alignment to public‑sector needs Following receipt of expressions of interest, YPO will arrange informal Microsoft Teams engagement sessions to discuss capability, market insight, and potential framework structure in more detail. YPO reserves the right not to proceed to advertise or procure this requirement should it choose not to do so. Should YPO wish to proceed further, a formal procurement process will be undertaken in accordance with YPO’s Contract Procedure Rules and, where relevant, the Procurement Act 2023.
