Published requirement description

Procure Plus are a value focused, not for profit company that specialises in the procurement of goods and services related to both the new build, repair, and maintenance of social housing.

Procure Plus wishes to procure and enter into a framework agreement for the completion of planned installation and repair works. The works will predominantly be undertaken in social

housing properties but may also be carried out in other public buildings. The framework agreement operates in such a way as to separate the completion of the works covered by the framework, from the procurement of the materials required, as described within the procurement documents. Contractors appointed to the framework agreement will be required to interact with and source certain materials from the suppliers who are appointed to other Procure Plus framework agreements (which are each subject to a separate procurement and contract notice).

Contractors appointed to the framework agreement will also be expected to share Procure Plus's commitment to social value, and specifically the creation of training and employment

opportunities for individuals who are furthest from the labour market, groups that are underrepresented within the construction industry or individuals that may otherwise be overlooked or marginalised within the labour market.

CPV: Bathrooms construction work · Boiler installations · Building construction work · Building installation work · Central-heating installation work · Commissioning of heating installations · Construction work · District heating · Electrical installation work · Electrical installation work of heating and other electrical building-equipment · Excavating and earthmoving work · Fencing, railing and safety equipment installation work · +15 more

Procure Plus reserves the option to appoint a limited number of additional companies to this lot of the framework agreement beyond the 10 stated above. This option may be exercised by

Procure Plus where there is a close proximity in the final overall scores between the 10th bidder and the bidders who are ranked in close proximity beneath. This option may also be exercised where, following what is expected to be a long evaluation process, Procure Plus considers that additional capacity will be required to deliver the works required on this lot. Bidders are advised that this is an option and not an obligation on the part of Procure Plus

and one that may be exercised on a lot-by-lot basis. Procure Plus reserves the right not to exercise this option and to only appoint 10 companies to this lot at the conclusion of the evaluation.

Delivery: UK · The works are expected to take place predominately (but not exclusively) in the area described within the lot title however the UK wide NUTS code has been used to allow customers to award underlying contracts under this lot where they have properties that span across different geographical regions.

What this means for your bid
  • Price carries 40 of 100 points: a 10% discount moves about 4 points. The method statement decides this lot, not the discount.
  • “Framework Agreement for Installation and Repair” is a framework: the contest is a place on its panel, up to 420 suppliers, not a single contract.

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.
