What is being bought

Published requirement description

NPL Engineering requires a manufacturing-focused MRP solution with selected ERP functionality to support its Engineering-to-Order (ETO) operating model, replacing the current JAVELIN system which has been in service for approximately ten years.

The solution will provide end-to-end support for engineering activities including customer engagement, estimating, resource planning, work order management, material control, production planning, manufacturing execution, quality management, invoicing, reporting and performance monitoring.

The solution must support both manufacturing and non-manufacturing engineering activities through a common work-order-based framework and provide appropriate integration with existing corporate and engineering systems.

NPL is seeking a modern, scalable and supported platform which will improve operational visibility, workflow control, delivery performance, cost management and customer engagement whilst supporting future engineering business requirements

Estimated budget for implementation costs:

  • excluding VAT: 83,333
  • including VAT: £100,000

How the contest usually goes

Winner shares use published awards; bid and price charts use contested lots.

What to do with it
How often do SMEs win?
i

How often small and medium firms win.

Share of awards where the winner’s size is known.

The counts under this question show how many awards have a known supplier size.

Last 36 months.

Buyer: 0 of 3 known-size awards · market: division 48 · Greater London, n=298
0 of 327%

No small-firm winners recorded among this authority’s published awards in this sample.

How often do local suppliers win?
i

How often local firms win similar work.

Winners with a registered address in the delivery region, out of awards with a known address.

Here, local means registered in Greater London.

A local branch does not count if the registered address is elsewhere.

Last 36 months.

Buyer: 2 of 3 known-location awards · market: division 48 · Greater London, n=347
2 of 336%

Most of this buyer’s recorded winners are registered in Greater London.

How long to a decision?
i

How long buyers here take to decide after bids close.

Middle value in days from the deadline to the first award notice, on competitions that published both dates.

Only decided tenders count, so slow ones still waiting are not in.

Last 36 months.

Buyer: 4 decided notices · market: division 48 · Greater London, n=25

Half of these awards were announced within 48 days of the bid deadline.

How often single-bid or direct?
i

How often work is awarded with no recorded rival.

Direct awards and tenders where every published lot count shows one bid.

Both shares are minimums: some awards have no bid count.

Thin markets produce this too; it is not proof of a tailored specification.

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.

Suitably qualified and experienced suppliers who may have an interest in this project are invited to register for this Preliminary Market Engagement (PME).The purpose of this market engagement is to assess market capability and capacity, understand potential risks, opportunities and innovations within the market, and inform the development of a robust and future-proof procurement strategy and resulting contract.

As part of this Preliminary Market Engagement, suppliers will be invited to participate in a supplier demonstration, during which they will be required to demonstrate their proposed solutions and capabilities. The demonstration will form an important element of NPL's market assessment process and will enable NPL to gain a better understanding of the solutions available in the market and their suitability for meeting its requirements.

Following completion of the Preliminary Market Engagement activities, NPL will be running a formal competitive process. The procurement may include a structured shortlisting stage, with evaluation criteria and any limitation on the number of suppliers progressing being clearly set out in the procurement documents. This approach is intended to ensure that the future procurement is proportionate, transparent, non-discriminatory and informed by market engagement undertaken.

Any submission or participation in response to this exercise, including attendance at the supplier demonstration, will not constitute any contractual agreement between the respondent and NPL. Nor does participation in the Preliminary Market Engagement automatically entitle a supplier to be invited to tender.

A future Tender Notice will be issued following the demonstration stage and will provide details of how the procurement documentation can be accessed and the timescales for submission of tender responses.

Interested parties shall bear their own costs of participation in this Preliminary Market Engagement, including any costs associated with preparing submissions or attending demonstration sessions. NPL shall not be liable for any costs, expenses or losses howsoever arising (including, without limitation, any loss of profit or other economic loss incurred) as a result of participation in this market engagement exercise.

The next stage in the process will be considered once this Preliminary Market Engagement exercise has been completed.

If you have any questions, or would like to register interest to the above, please email: [email protected] to request a Preliminary Market Engagement Supplier Questionnaire & Functional Specifications document.

Please return all responses by 27th November 2026
