What is being bought
The Maritime and Coastguard Agency (MCA), on behalf of His Majestys Coastguard (HMCG), intends to procure a future Fleet Management service to support its nationally dispersed and operationally critical vehicle fleet. HMCG is the UKs only national maritime emergency service, responsible for coordinating search and rescue operations, and relies on a diverse fleet of vehicles and associated assets to maintain operational readiness across coastal mainland locations and remote island communities.
The proposed procurement will seek a supplier capable of delivering an integrated, end tobend fleet management solution. This is expected to include the day to day management of vehicles, planned and reactive maintenance, MOT compliance, and breakdown and recovery services, delivered on a 24 hours a day, 365 days a year basis. The service must ensure high levels of fleet availability, reliability and responsiveness to support time critical emergency operations.
Due to the geographically dispersed nature of the HMCG estate, including remote and hard to reach locations, a key requirement will be the ability to deliver consistent service coverage across the United Kingdom. The successful supplier will be expected to utilise a combination of national capability and local supply chain networks, including engagement with small and medium sized enterprises, to ensure resilience and continuity of service in areas where infrastructure may be limited.
The future service model is expected to incorporate digital fleet management solutions, including user facing systems and management information capabilities, to improve operational oversight, enhance user experience and support data driven decision making. The provision of robust performance management, customer satisfaction measurement and continuous improvement mechanisms will be essential components of the requirement.
Certain fleet related activities are anticipated to remain outside the scope of this procurement, including the procurement and registration of vehicles, fit out and installation of emergency equipment, and tyre provision, which are currently managed through established internal processes.
This procurement aims to secure a flexible and scalable solution that supports the long term sustainability and effectiveness of HMCGs fleet operations. It will also seek to leverage innovation across the fleet management sector, including the use of technology and data to improve efficiency, resilience and environmental performance.
