What is being bought
The Foreign Commonwealth and Development Office ("FCDO") has a Project to build a New British Embassy, Ambassador's Residence and staff accommodation in Beijing (the "Project"). The FCDO intends to engage the market in relation to this Project as part of preliminary market engagement.
The purpose of this preliminary market engagement is to invite Expressions of Interest from Professional Services Providers who may be interested in delivering the Project and for responses to inform the development of our requirements. The FCDO is developing its strategy for engagement of Professional Services Providers to deliver the Project.
Key requirements include:
• Project Management Office offering a full suite of services including governance, assurance, planning, risk management, budgeting, document management and capable of managing, tracking and reporting on all workstreams. It will offer senior leadership confidence on all aspects of delivery and support decision making.
• NEC4 PSC Service Manager for a PSC Design Services contract
• NEC4 ECC Project Manager for ECC Main Works Contract
• Quantity Surveying / Cost Management Services
• Health and Safety advice and audit
FCDO is interested in understanding suppliers' experience of operating in China or a similar overseas environment and the market's ability to provide personnel capable of obtaining the security clearances required for delivery. Please note that it is acknowledged that certain services can be delivered from the UK, however some may require a permanent presence on site.
The FCDO is undertaking preliminary market engagement to inform the development of the delivery model, procurement strategy and commercial approach. The scope described in this notice represents the services that FCDO would like to explore with the market, however they may not all be included within our final scope of work. Nothing contained within this notice shall be taken as a commitment to commence a procurement. Consequently, the estimated contract value and procurement timetable have not yet been established.
