What is being bought
Published requirement descriptionProvider of a Domestic Abuse Perpetrator Change Programme for South Yorkshire.
The South Yorkshire Partnership of Barnsley, Doncaster, Rotherham, Sheffield Councils and the South Yorkshire Mayoral Combined Authority (SYMCA) are seeking to collaboratively commission a provider/s who can deliver through one contract:
- A Domestic Abuse (DA) perpetrator behaviour change programme for those aged 16+
- A Domestic Abuse (DA) Out of Court Resolution programme
- An integrated victim / survivor support service
- A county wide training offer
SYMCA will be the lead commissioner.
Following the Mayoral election in May 2024, the Mayor took on the functions of the Police and Crime Commissioner. These functions include listening to the needs of communities,
securing victim support services, setting the objectives for the police force, and holding the Chief Constable to account.
The Provider must be ready to commence delivery of the full service on 1st April 2026.
A consortium approach would be considered if more than one provider wishes to work together within the single contract.

- Quality: Bids that exceed the maximum annual contract value available will be non-compliant and will not be evaluated. The Procurement Specific Questionnaire including Conditions of Participation will be assessed on a Pass / Fail basis. The maximum percentage available for quality is 100% with an overall quality threshold of 60% and a minimum score threshold for each Quality Criteria as detailed in the tender documents.

The South Yorkshire Mayoral Combined Authority is conducting Preliminary Market Engagement with a view to establishing market interest in providing a Domestic Abuse Perpetrator Change Programme for South Yorkshire in the future and, to seek the views of suppliers with regards to delivering structured intervention services to Perpetrators of Domestic Abuse.
This will help us to develop our requirements.
SYMCA has prepared a Request for Information questionnaire. To access and submit this, suppliers are directed to ProContract procontract.due-north.com ↗ project reference DN787338.
The authority also plan to hold an online presentation event on Thursday the 25th of September 2025 between 11.30 - 13.30. It is anticipated that this presentation will be an opportunity for SYMCA to present demand in South Yorkshire and an overview of the anticipated requirements of the contract.
