Authority: CADENT GAS LIMITED (Public body)
What is being bought4 lots · detail below
Published requirement descriptionCadent is seeking to establish a Framework of recruitment organisations to support the attraction, assessment and appointment of permanent employees across a range of business functions and specialist disciplines.
The purpose of the arrangement is to create a controlled network of trusted recruitment partners that can supplement Cadent's internal Talent Acquisition capability where external support is required. Appointed suppliers will be expected to provide specialist market reach, access to active and passive talent, evidence-based candidate assessment, market intelligence and a consistently high standard of candidate and hiring-manager service.
Suppliers must act as responsible ambassadors of the Cadent brand and operate in a manner consistent with Cadent's Candidate Care Charter, inclusive hiring principles, social mobility ambitions, Fair Chance approach and all applicable legal, regulatory, security and data protection requirements.
- How the procedure runs: The procedure will comprise a number of defined stages, which may include selection, invitation to tender, clarification, negotiation, and final tender submission. Cadent reserves the right to structure and sequence these stages in accordance with the flexibility permitted under the Procurement Act 2023. Stage 1 - Selection Interested suppliers will be required to submit selection information demonstrating their suitability, capability, and capacity to deliver the requirement. Only suppliers meeting the stated selection criteria will be invited to participate in subsequent stages. Stage 2 - Initial Tender Selected suppliers will be invited to submit an initial tender setting out their proposed solution and commercial offer in response to Cadent's requirements and published award criteria. Stage 3 - Clarification and Engagement Cadent may engage with tenderers to seek clarification of submitted tenders. This stage may include written clarification and/or supplier presentations to ensure mutual understanding of requirements and proposed solutions. Stage 4 - Negotiation Cadent may conduct negotiations with one or more tenderers. Negotiations may relate to technical, commercial, or contractual aspects of the tender. Any negotiation will be conducted in a fair and transparent manner and in accordance with the Procurement Act 2023. Stage 5 - Refined / Final Tenders Following clarification and/or negotiation, remaining tenderers may be invited to submit a refined or final tender. Final tenders will be evaluated against the published award criteria. Contract Award The contract will be awarded to the supplier submitting the most advantageous tender in accordance with the stated award criteria. Cadent reserves the right to award the contract without further negotiation or to conclude the procedure at any stage, as permitted under the Procurement Act 2023.

- Price carries 50 of 100 points: a 10% discount moves about 5 points. This one is won on the number: sharpen the price before polishing the prose.
- “Permanent Recruitment Services” is a framework: the contest is a place on its panel, not a single contract: call-offs may be direct or by further competition.
Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.

How the contest usually goes
Winner shares use published awards; bid and price charts use contested lots.
i
How often small and medium firms win.
Share of awards where the winner’s size is known.
The counts under this question show how many awards have a known supplier size.
Small firms have won here. Neither number says whether you qualify; it describes who has been winning.
i
How often local firms win similar work.
Winners with a registered address in the delivery region, out of awards with a known address.
Local means the winner is registered in the region where that award was delivered.
A local branch does not count if the registered address is elsewhere.
Most of this buyer’s recorded winners were registered in the region where that award was delivered.
i
How long buyers here take to decide after bids close.
Middle value in days from the bid deadline to the award date, on competitions that published both.
Only decided tenders count, so slow ones still waiting are not in.
Half of these awards have an award date within 114 days of the bid deadline.
i
How often work is awarded with no recorded rival.
Direct awards and tenders where every published lot count shows one bid.
The market share is a minimum: some awards have no bid count.
Thin markets produce this too; it is not proof of a tailored specification.
Missing bid counts may hide more single-bid awards. This share is a minimum.
How many bids did past lots attract?

How did awards compare with estimates?
i
Where winning prices landed against estimates.
Each colour shows awards below, close to or above the published estimate, one lot at a time.
On a framework or DPS, prices are agreed when work is called off.
Past prices are a guide, not a bid price.
Not comparable on a framework or DPS: the price is set later, on each call-off.

About this data
- Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
- Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
- Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
- Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
