INTENDED APPROACH NOTICE for NHS Health Check service Provider Selection Regime - Most Suitable Provider Notice.
This is a Provider Selection Regime (PSR) intended approach notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. In accordance with Regulation 10 of The Health Care Services (Provider Selection Regime) Regulations 2023, Milton Keynes City Council is seeking to award a contract under the Most Suitable Provider process as the Authority is able to identify the most suitable provider without running a competitive exercise, for the provision of NHS Health Checks - Community Outreach Offer for Milton Keynes City Council.
Milton Keynes City Council intends to award a single contract to the most suitable provider. This notice will be published for a minimum of 14 days in accordance with the requirements of the Health Care Services (Provider Selection Regime) Regulation 2023.
This is to enable providers to approach the Council and express their interest in being considered as the 'most suitable provider'.
Expressions of Interest should be sent to procurement@milton-keynes.gov.uk with the reference 2026-078 detailed in the subject by latest 25th August 2026.
The NHS Health Check programme aims to prevent cardiovascular disease (CVD) and associated conditions through the early assessment, awareness, and management of individual behavioural and physiological risk factors. The programme is aimed at all adults in England aged between 40-74 who are not currently being treated for CVD.
The delivery of NHS Health Checks is a statutory responsibility for all Local Authorities (LAs). All eligible individuals must be invited to attend an NHS Health Check once every five years.

The current contract(s) for the delivery of NHS Health Checks lies solely with GP practices across the three LAs. In this financial year, 26/27, all 60 GP Practices across Bedford Borough, Central Bedfordshire, and Milton Keynes (13 25, 22 respectively) are contracted to deliver NHS Health Checks. However, uptake has remained consistently low for the last five years across all three LAs. In addition, we see lower uptake in more deprived communities, people from minority ethnic backgrounds, and men all of whom tend to access primary care services less frequently. Low uptake of the NHS Health Check presents a number of risks to each LA, including failing to meet the nationally mandated targets, the inability to identify risk factors for CVD early and therefore missing opportunities for secondary prevention, and a worsening of health inequalities. A Milton Keynes Primary Care Network (PCN) community outreach offer is required, to supplement GP practice delivery, increase access and enhance the opportunities available for eligible patients to attend for an NHS Health Check at a venue within their own communities and/or within their workplace. PCNs are well-positioned to deliver this service as they already work closely with, and on behalf of, GP Practices. They have established access to relevant systems and strong working relationships, enabling a seamless pathway for patients to receive an NHS Health Check within a community setting. For efficiencies to the service the expectation is there will be one lead PCN related organisation for contract management purposes and the delivery to the community from the Primary Care Networks. This approach ensures that, where required, patients can be effectively referred and supported to continue their care through their registered GP Practice following their NHS Health Check. In addition, the service presents an opportunity to build relationships, understanding and trust within communities, encouraging greater engagement with Primary Care services-not only for NHS Health Checks but for a wider range of health interventions. Those patients who are out of area and whose patient record is not accessible by the provider will receive a paper copy of results and clear instructions to follow up with their own GP Practice The community outreach offers will support each LA to meet their statutory responsibilities to deliver NHS Health Checks to the eligible population, aged 40-74 on a 5-year rolling basis and reducing health inequalities. It will enable us to meet local and national targets both in the number of NHS Health Checks offered, and those that receive an NHS Health Check.
