What is being bought

The Royal Borough of Kingston Upon Thames (RBK) needs to relocate two key partners from their current locations into a new shared site. The proposed site has been identified by RBK Property. The site is currently a car park which is leased to a commercial tenant. The lease end date with this commercial tenant is 16 March 2026. The overall objective is to accommodate both key partners on the site and this will require shared access arrangements. Both users have provided a list of requirements/needs and an architect has been appointed to prepare basic capacity drawings to assist with the formation of the RIBA stage 0 strategic brief. RBK is currently looking to conduct a detailed feasibility up to RIBA stage 2.

Comparable-procurement analytics

Benchmarked against retained Find a Tender procedures with CPV division 71. The category anchor is Architectural, construction, engineering and inspection services (71000000); this is a deliberately broad market comparator. The comparison is shown at several levels rather than pretending one company or region is always the best benchmark.

“Reported bids” is an official aggregate, sometimes reported per lot; it is the closest available competition measure. “Named award suppliers” are winners, not all applicants.

Price-outcome signal

Not enough comparable procedures currently publish both a GBP tender value and a usable lowest-valid-bid value to calculate a responsible price-reduction benchmark. Tenderline deliberately does not infer a saving from named award suppliers or from missing award values.
