What is being bought

Published requirement description

The contract will cover the delivery, operation, management and ongoing development of the MPS's enterprise network estate. The successful supplier will provide end-to-end management of the Authority's network fabric enabling secure communication between users, systems, sites and partner organisations, together with the associated security and service management activities required to integrate with the MPS's wider IT ecosystem. The successful supplier will also be responsible for operational management of the Authority's connectivity suppliers which are procured under separate third-party contracts direct between the connectivity providers and the Authority.

    The Authority invites the market to respond to a set of high-level statements of requirement. The Networks procurement is the first step in a deliberate disaggregation of our current infrastructure managed service into separate Networks and Core Infrastructure contracts, with Networks procured more…first. We are seeking a run-and-maintain model cored around SASE, and aligned to our Networks Modernisation Programme. Interested parties are invited to: •Complete the Market Sounding Questionnaire (MSQ) issued on Coupa further to this notice. •Attend a Market Engagement Event (ME Event) at 15:30 to 17:00 GMT on 29th September 2026. This will be a broadcast session on Teams by the Authority to elaborate the scope of provision with the opportunity for interested parties to ask questions. •Apply to the procurement itself, which is subject to a UK4 Request to Participate (Tender Notice) •To register your interest in the ME Event, please respond to this notice on Coupa Instant Messages Function, listing the full name of your organisation and attendees' details (including name, role, contact telephone number and email address). This will enable the Authority to give you access to the ME Event. •The deadline for requests to be invited to the ME Event is 17:00 GMT on 23rd September 2026. •The ME Event will be on 29th September 2026. A Microsoft Teams link will be sent to the attendees. •Please note that the ME Event will be recorded on Teams and will be included in the Data Room following the issue of the UK4 Request to Participate (Tender Notice) •Potential suppliers may submit Clarification Questions to the Authority regarding the Market Sounding Questionnaire from the date of this Preliminary Market Engagement Notice, via the Coupa Instant Messages Function. This Clarification Question window will close on 17:00 GMT on 1st October 2026. •The Authority will aim to share consolidated clarification question and answer feedback with suppliers by 17:00 GMT on 6th October 2026. •Completed MSQ responses by potential suppliers must be received no later than 17:00 GMT on the 14th October 2026.
