Published description of the framework
This Framework is accessible to Contracting Authorities via Call-Off Contracts. NEPO has established overarching terms and conditions that define the core principles of the Framework.
When a Contracting Authority with an active Call-Off identifies a need that can be met under the Framework, they will enter into a Call-Off Contract with the awarded supplier.
Pricing determined through the tender process and evaluated against predefined award criteria and associated weightings. All tenders were assessed accordingly, and suppliers ranked based on their final evaluation scores.
Contracting Authorities may establish Call-Off Contracts through either Direct Award (based on ranking) or further competition.
Lot 1 - 3 will use spot pricing for direct award and further competition.
Lot 4 will use a fixed rate book that will be refreshed annually.

Published award criteria (2)
- Price
- Quality
- Price carries 70 of 100 points: a 10% discount moves about 7 points. This one is won on the number: sharpen the price before polishing the prose.
- “NEPO214 - Grounds Maintenance, Equipment & Plant” is a framework: the contest is a place on its panel, not a single contract: call-offs may be direct or by further competition.
Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.
