Published requirement description

The estimated framework start date is 18th December 2026 and will run until 17th December 2028, with the option to extend for a further 2 x 12 months.

The framework is for the supply and delivery of various highways materials and tools, which are required for the delivery of Highway Services in-house operations.

Highway Services operations range from routine highway maintenance works to high profile highway improvement schemes within our town centres.

The framework will comprise of 3 different Lots, these are;

Lot 1 - Miscellaneous Civil Engineering Materials, including Cements, Drainage Materials, Manhole Covers and Gully Grates, Road Marking Materials and Timber Products

Lot 2 - Site Safety Materials, including Cone Signs, Cones and Barriers, Danger Lamps, Footway Boards,

Lot 3 - Tools and consumables, including hand tools, wheelbarrows, buckets, replacement blades and sandbags.

Materials included on the framework price list are specified based on their performance properties, supported by adherence to British Standards where applicable.

Tools and consumables are specified based on their quality and where applicable compatibility with other equipment already used by the service.

Delivery timescales and depot or site locations will be stated within the framework price list and re-iterated on any orders placed, to ensure goods are delivered on time and to the correct location.

The supply and delivery cost on the price list, is what will be evaluated and used to obtain the positions on the framework. While it is rare that collections from suppliers is needed, suppliers will be asked to provide a price for collection, should the need to required.

  • The authority expects to re-tender this requirement around 1 Oct 2030, 23:59 BST.
  • How the procedure runs: Stage 1 - Completeness and Compliance Checks Stage 2 - Exclusion Grounds Stage 3 - Conditions of Participation Stage 4 - Due Diligence Checks

Call-offs
call-offs may be awarded directly or by further competition
Framework period
2 yrs · up to 4 yrs from 18 Dec 2026
Published description of the framework

For each call off requirement, the total price of the item(s) required will be calculated using the tenderers rates and prices submitted. The tenderer offering the lowest total price shall be ranked first for this call off.

The Council will place an order with the tenderer ranked first, subject to the tenderer confirming its ability to fulfil the requirement in full, within the required timescales and providing Data Sheets (if requested).

If the first ranked tenderer is unable to fulfil the order, either wholly or in part, the Council reserves the right to place the order, or the unfulfilled element of the order, with the next lowest priced supplier.

All submitted prices will remain fixed for the first year of the framework. There will be an option to vary the prices annually on each anniversary of the framework award.

On occasions where a higher value order is required (>£25,000) the Council may choose to undertake a competitive selection process based on 100% price.

All successful tenderers on the relevant lot will be invited to submit a quote via the ETS.

3 lots · all with a published value · same evaluation weights on every lot

Every one of these 2 lots carries the same published figure, £37,500: it is the framework's maximum for the whole notice, not each lot's own budget, and no share per lot is published. The cards below say ceiling above rather than repeat it.

Published award criteria (1)
  • Price
What this means for your bid
  • Price carries 100 of 100 points: a 10% discount moves about 10 points. This one is won on the number: sharpen the price before polishing the prose.
  • “Highways Materials and Tools Framework” is a framework: the contest is a place on its panel, not a single contract: call-offs may be direct or by further competition.

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.

What to do with it
How often do SMEs win?
i

How often small and medium firms win.

Share of awards where the winner’s size is known.

The counts under this question show how many awards have a known supplier size.

Last 36 months.

Buyer: 318 of 358 known-size awards · market: CPV 3492 · Yorkshire and the Humber, n=5
89%100%

Small firms have won here. Neither number says whether you qualify; it describes who has been winning.

How often do local suppliers win?
i

How often local firms win similar work.

Winners with a registered address in the delivery region, out of awards with a known address.

Local means the winner is registered in the region where that award was delivered. The market figure counts awards delivered in Yorkshire and the Humber.

A local branch does not count if the registered address is elsewhere.

Most of this buyer’s recorded winners were registered in the region where that award was delivered.

How long to a decision?
i

How long buyers here take to decide after bids close.

Middle value in days from the bid deadline to the award date, on competitions that published both.

Only decided tenders count, so slow ones still waiting are not in.

How often single-bid or direct?
i

How often work is awarded with no recorded rival.

Direct awards and tenders where every published lot count shows one bid.

The market share is a minimum: some awards have no bid count.

Thin markets produce this too; it is not proof of a tailored specification.

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
