Published requirement description

Procure Plus are a value focused, not for profit company that specialises in the procurement of goods and services related to both the new build, repair, and maintenance of predominantly social housing properties.

Procure Plus has entered into a framework for the installation of low and zero carbon technologies within social housing properties and properties across the wider public sector. The framework covers the assessment, design and coordination of retrofit measures and the installation of air source heat pumps, ground source heat pumps, electric heating, solar PV and battery storage as well as multimeasure retrofit works which also include insulation and ventilation.

Companies appointed to the framework are expected to share Procure Plus's commitment to social value, and specifically the creation of training and employment opportunities for individuals who are furthest from the labour market, groups that are underrepresented within the construction industry or individuals that may otherwise be overlooked or marginalised within the labour market.

What this means for your bid
  • Price carries 40 of 100 points: a 10% discount moves about 4 points. The method statement decides this lot, not the discount.
  • “Framework for the Installation of Low and Zero Carbon Technologies” is a framework: the contest is a place on its panel, not a single contract: call-offs may be direct or by further competition.

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.
