What is being bought
Published requirement descriptionThe County Council wishes to establish a framework for the provision of media owner services. These services will include the supply of advertising space across a range of media formats, such as outdoor, digital, print and transport advertising. Media placements will be required to support a variety of campaigns across Hampshire.
- No preliminary market engagement: No formal pre‑procurement market engagement is planned for this exercise. A Pipeline notice was published in April 2025 to alert the market of this upcoming opportunity. The Corporate Marketing team maintain ongoing business‑as‑usual engagement with the market through existing supplier relationships and day‑to‑day service delivery. This ongoing engagement provides sufficient insight into market capability, emerging trends, and innovation, and has informed the development of the specification and contracting model. Given the maturity of the market, the continuity of requirements, and the Council’s prior experience of operating a similar framework, additional formal market engagement is not considered necessary or proportionate for this procurement. The procurement approach has been designed to remain accessible to a broad range of suppliers, including SMEs, through clear requirements, proportionate entry criteria, and a pass/fail evaluation model.

The Framework will be managed centrally by the Corporate Marketing team, who will oversee supplier engagement, call‑off activity, and performance management. Departments will access suppliers through Direct Award or mini‑competition in line with the Framework rules, with call‑offs formalised via Purchase Order

Devolution/LGR
The government wants all remaining two-tier areas in England to be eventually restructured into single-tier unitary authorities and is termed Local Government Reorganisation (LGR). This reorganisation is part of a broader devolution strategy to simplify local government structures, save public funds, and improve local accountability. It is anticipated, that during the life of this framework, the LGR process will commence and/or progress potentially impacting this framework and the call-off contracts awarded from it. Impacts most likely will include, novation of the legal entities you may contract with and increase/decrease in volume of activity through the framework. There are assignment clauses within the framework agreement that allow the Council to assign, novate etc. the agreements to another body.
