Published requirement description

The Council seeks to establish contracts for the delivery of community-based support services for ethnic minority communities. The procurement is divided into four Lots, with the detailed scope, service requirements, estimated values and delivery expectations set out within the Lot descriptions and procurement documents. Services are intended to improve accessibility, inclusion and outcomes for service users across the borough.

  • The authority expects to re-tender this requirement around 30 Apr 2029, 23:59 BST.
  • How the procedure runs: Competitive Flexible Procedure Description The procurement is being conducted using a Competitive Flexible Procedure. Following the tender submission deadline, all compliant tenders will be evaluated against the published award criteria and methodology. Contracts will be awarded on a Lot-by-Lot basis to the bidder(s) submitting the Most Advantageous Tender. No negotiation, dialogue, refinement of award criteria or further tendering rounds are anticipated. The Council reserves the right to seek clarifications in accordance with the procurement documents. Lot Allocation Bidders may submit tenders for one, multiple or all four Lots. To support a diverse and sustainable provider market, no bidder will be awarded more than two (2) Lots. As part of their tender submission, bidders must rank the Lots they are bidding for in order of preference. Where a bidder achieves the highest scoring position for more than two Lots, the Council will take these preferences into account and will endeavour to award the bidder's highest-ranked Lots. Lot allocation will be determined by the final evaluation results, bidder preferences and the maximum award limit. Where an organisation participates in more than one submission, whether individually or through a consortium, partnership or other collaborative arrangement, all submissions will be treated as connected bids for the purposes of evaluation and Lot allocation. The Council reserves the right to depart from bidder preferences and/or the maximum award limit where necessary to achieve the most advantageous overall outcome, ensure successful award of all Lots, or maintain service continuity where insufficient compliant tenders are received.

What it takes to win
i

How this buyer will score bids.

The evaluation criteria and weights exactly as published on the notice, grouped by family (price, quality, social value and so on).

Evaluation split and conditions of participation as published; the tender pack may add more
How bids are scored

Lots publish different evaluation splits; there is no single procedure weighting.

Lot distribution rule: No bidder will be awarded more than two (2) Lots. Where a bidder is ranked first for more than two Lots, the Council will allocate Lots having regard to the bidder's stated preferences and the final evaluation results. The Council reserves the right to depart from this approach where necessary to ensure successful award of all Lots and maintain service continuity.

No conditions of participation were published on the notice; check the tender documents.

What this means for your bid
  • Price carries 20 points on every lot: a 10% discount moves about 2 points.
  • Turnover usually expected: about £89,877 – ~£299,590 per lot (twice each lot's annual value).

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula. Turnover is an indicative market norm (≈2× annual value), not a published condition.

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.

How it runs

Competitive Flexible Procedure Description

The procurement is being conducted using a Competitive Flexible Procedure.

Lot Allocation

Bidders may submit tenders for one, multiple or all four Lots.
