Published requirement description

For the supply of Education Recruitment Advertising, Marketing, Attraction and Student Recruitment Services

  • How the procedure runs: See Appendix 1 for further details; The framework will be awarded using a Competitive Flexible Procedure (CFP), consisting of a two-stage evaluation process designed to assess both supplier capability and lot-specific quality requirements. Stage 1 (Including PSQ Stage) Stage 1 is the initial assessment phase and will be used to create a shortlist of suppliers who will progress to Stage 2. Process 1. Tender notice and procurement documents are published. 2. Suppliers submit their responses by the stated deadline. 3. Submissions are evaluated against the Stage 1 criteria. (PSQ Response then Quality and Commercial) 4. The highest-scoring suppliers for each lot will be shortlisted and invited to participate in Stage 2. Each supplier’s quality submission will be evaluated and scored once, with the resulting quality score applied consistently across all lots for which the supplier submits a bid. Price will be evaluated separately for each lot, with the applicable price weighting determined by the lot being bid for. Stage 2 – (Tender Stage) Stage 2 is designed to assess suppliers' ability to deliver the specific requirements of the lot(s) for which they are bidding. Process Shortlisted suppliers will be invited to participate in a second evaluation stage including a lot-specific assessment. Suppliers will deliver a presentation or a creative piece of work demonstrating their proposed approach and capability, depending on the lot(s) they are bidding for. SUPC may, at its sole discretion, conduct a final offer and/or price negotiation stage where this is considered beneficial.

What it takes to win
i

How this buyer will score bids.

The evaluation criteria and weights exactly as published on the notice, grouped by family (price, quality, social value and so on).

No conditions of participation were published on the notice; check the tender documents.

What this means for your bid
  • Price carries 40 of 100 points: a 10% discount moves about 4 points. The method statement decides this lot, not the discount.
  • Turnover usually expected: about £15,978,112 per lot (twice each lot's annual value).

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula. Turnover is an indicative market norm (≈2× annual value), not a published condition.

What to do with it
How often do SMEs win?
i

How often small and medium firms win.

Share of awards where the winner’s size is known.

The counts under this question show how many awards have a known supplier size.

Last 36 months.

Buyer: no supplier sizes published · market: CPV 7960 · South East England (authority’s region), n=92
—55%

Across this market, small firms won 55% of awards with a known supplier size.

How often do local suppliers win?
i

How often local firms win similar work.

Winners with a registered address in the delivery region, out of awards with a known address.

Local means the winner is registered in the region where that award was delivered. The market figure counts awards delivered in South East England (authority’s region).

A local branch does not count if the registered address is elsewhere.

Last 36 months.

Buyer: no winner locations published · market: CPV 7960 · South East England (authority’s region), n=143
—17%

Across this market, 17% of winners were registered in the delivery region.

How long to a decision?
i

How long buyers here take to decide after bids close.

Middle value in days from the bid deadline to the award date, on competitions that published both.

Only decided tenders count, so slow ones still waiting are not in.

Last 36 months.

Buyer: no decision dates published · market: CPV 7960 · South East England (authority’s region), n=7
—60 days

Half of these awards have an award date within 60 days of the bid deadline.

How often single-bid or direct?
i

How often work is awarded with no recorded rival.

Direct awards and tenders where every published lot count shows one bid.

The market share is a minimum: some awards have no bid count.

Thin markets produce this too; it is not proof of a tailored specification.

Last 36 months.

Buyer: no awards on record · market: CPV 7960 · South East England (authority’s region), n=151
—38%

Across this market, at least 38% of awarded procurements had no recorded rival.

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.

How it runs

See Appendix 1 for further details; The framework will be awarded using a Competitive Flexible Procedure (CFP), consisting of a two-stage evaluation process designed to assess both supplier capability and lot-specific quality requirements.
