What is being bought
This engagement is designed to enable the Submarine Delivery Agency (SDA) to engage with the market to welcome innovative ideas on how to develop on the requirements for Soft Facilities Management (Soft FM) services at His Majesty’s Naval Base (HMNB) Clyde. The MOD team based at the Naval Base (NB) continues to develop the future requirements for the Soft FM services at HMNB Clyde.
The Future Maritime Support Program (FMSP) contract for Soft FM managed and delivered at HMNB Clyde will expire in 2028, this notice commences Early Market Engagement (EME) activities for the Soft FM contract only.
The Naval Support Integrated Global Network (NSIGN) Naval Base (NB) project seeks to replace the FMSP Soft FM contract between 2026 and 2028. FMSP contains a total of 10 contracts, the scope of which covers the provision of Naval Base Services, engineering management, delivery to Complex Warships (Type 45, QEC, Type 26, etc), and Submarine Engineering across 3 Naval Bases.

6 Mar 2026, 23:59 GMT · scheduledTo inform the project the SDA will require the market to undertake a series of engagements with the NB. All facets of the feedback will be reviewed and incorporated into the requirement if appropriate and inform the SDA of considerations for ITT. There will be an information pack issued and a questionnaire for prospective bidders to complete for this specific set of requirements at the NB. The information pack issue and the questionnaire will be supported by a Virtual event held via Microsoft Teams W/C 16 February 2026 at a date and time to be confirmed. This event will include a presentation by Commodore Sharon Malkin CBE and her Naval Base colleagues who will provide a run through of the Naval Base and the Soft FM requirement that forms the basis for this engagement. Due to the nature of the operations that take place at the Naval Base, there will be an evaluation of requests to participate in the virtual event and to receive any supplementary information in advance. The engagement will use a number of different channels and forums during 2026; including but not limited to town halls, supplier 1-2-1 sessions and requests for information in an aim to identify the level of industry interest, gain feedback on our approach to the commercial management of our portfolio, to further inform our requirement and understand what approaches industry deem may be suitable for the delivery and running of our contracts once awarded. The first Event will be a Supplier Townhall Brief that will be held by the SDA NSIGN Naval Base Commercial team with a segment delivered from HMNB Clyde Commander on the w/c 16 February 2026. This townhall will be held online. Further to this we then have a clarification period for 2 weeks followed by a supplier EME debrief session, details of which will be made available via the PME platform.
