Published requirement descriptionThe Department of Health and Social Care (DHSC) is undertaking preliminary market engagement in relation to the future delivery of the Health Survey for England (HSE) 2028-2031. HSE is the principal national survey used to measure and monitor the health of people living in private households in England and provides nationally representative information on health status, health-related behaviours, long-term conditions, disease prevalence and health inequalities.
DHSC is seeking feedback from potential suppliers on the proposed procurement approach and draft specification for the end-to-end delivery of HSE from the 2028 survey year onwards. The requirement covers the design and delivery of the survey, including survey development, sampling, participant recruitment, mixed-mode data collection, physical and biological measurements, laboratory services, data processing, statistical analysis, reporting, publication support and data archiving.
The successful supplier will be expected to support the continued delivery and modernisation of HSE, including a phased transition towards an online-first mixed-mode approach, whilst maintaining data quality, representativeness, inclusivity and continuity with the established HSE time series.
The contract is expected to commence on 1 July 2027 and will support delivery of the 2028, 2029, 2030 and 2031 survey years. Noting that the contract will have an end date of 31 July 2033 to complete all associated processing, analysis, reporting, publication support, data deposit, archiving, transition and exit activities.
The proposed contract may include options for DHSC to extend the contract for delivery of an additional survey year (2032) and to commission additional services or activities related to the core requirement. Any option may be exercised at DHSC’s discretion, subject to need, funding and the terms of the contract.

The PME Document provides further information on the project, proposed requirement and procurement approach, together with the response instructions and links to the relevant Microsoft Forms. Interested suppliers should review the documentation in Atamis and use the appropriate Microsoft Form in the PME Document to complete the questionnaire and, where applicable, register their interest in partnering opportunities. Potential suppliers may also submit questions and comments on the proposed approach in accordance with the instructions in the PME Document.
