Published requirement descriptionDCC is seeking to establish a framework for the delivery of Low Value Small Works across its operational and non-operational estate throughout Wales. The framework will cover low-value construction, repair, maintenance and improvement works across four specialist areas: Domestic Building Maintenance, Civils, Mechanical and Electrical.
The framework will be divided into two geographical regions, North Wales and South Wales, with each region containing the four specialist sub-lots. DCC intends to appoint up to three suppliers to each sub-lot. Works may be planned or reactive and will be instructed on an individual job basis, with a proposed maximum value of £20,000 per job.
How the procedure runs: DCC intends to conduct a Competitive Flexible Procedure comprising an initial Conditions of Participation stage, followed by an Invitation to Tender for suppliers that meet the required conditions and minimum thresholds. Published description of the framework
Call-off contracts will be awarded without further competition to the supplier appointed to the relevant sub-lot whose registered business location or operational depot is geographically closest to the site at which the works are required. Where that supplier is unable to undertake the works within DCC’s required timescales, does not have sufficient capacity, or is otherwise unable to meet the requirements of the call-off, DCC may award the call-off contract to another supplier appointed to the relevant sub-lot. In determining the alternative supplier, DCC may take into account relevant factors including proximity to the works location, available capacity, previous contract performance and value for money. The price payable under each call-off contract will be determined in accordance with the pricing mechanism established under the Framework Agreement. This will include the applicable framework hourly labour rates, materials charged at cost plus the agreed contractual mark-up, and the pre-agreed rates for plant and equipment.
