What is being bought
Published requirement descriptionNorthern Trains Limited (NTL) intends to establish a Construction Framework Agreement to support the delivery of infrastructure works across its Train Care Centre estate and Stations. The Framework is designed to facilitate the call-off of works packages on both a programme and project basis, providing flexibility, scalability, and value for money across a geographically dispersed portfolio of operational Train Care Centres and stations. Contractors will be required to deliver works in accordance with defined performance standards, operational constraints, and all applicable statutory and regulatory obligations, including those specific to the rail environment.
Suppliers appointed to the Framework will be expected to apply industry best practice and draw upon their technical expertise to achieve the following key objectives:
-Quality and Value Delivery: Deliver works to a high and consistent standard, ensuring cost efficiency and demonstrable value for money across all call-off contracts.
-Flexible and Scalable Delivery Model: Provide a responsive service capable of delivering a range of works packages of varying complexity, scale, and location, including the ability to support concurrent delivery across multiple depots.
-Safe and Operationally Compliant Execution: Ensure all activities are undertaken in full compliance with health and safety legislation, railway standards, and NTL operational requirements, maintaining a safe working environment within live depot settings.
-Operational Continuity: Deliver works in a manner that minimises disruption to depot operations and supports the continued availability and reliability of rolling stock.
-Asset Integrity and Longevity: Maintain and enhance depot assets in line with statutory requirements, relevant industry standards, and manufacturer guidance to ensure durability and whole-life performance.
-Performance and Continuous Improvement: Operate within a structured performance management regime, contributing to continuous improvement, innovation, and efficiencies across the Framework term.
NTL is seeking to establish collaborative, long-term relationships with Framework Contractors, underpinned by strong governance, effective contract management, and a shared commitment to delivering high-quality outcomes across its works infrastructure portfolio.

How the contest usually goes
Winner shares use published awards; bid and price charts use contested lots.

How often small and medium firms win.
Share of awards where the winner’s size is known.
The counts under this question show how many awards have a known supplier size.
No small-firm winners recorded among this authority’s published awards in this sample.
i
How often local firms win similar work.
Winners with a registered address in the delivery region, out of awards with a known address.
Here, local means registered in Yorkshire and the Humber.
A local branch does not count if the registered address is elsewhere.
Most of this buyer’s recorded winners are registered in Yorkshire and the Humber.
i
How long buyers here take to decide after bids close.
Middle value in days from the deadline to the first award notice, on competitions that published both dates.
Only decided tenders count, so slow ones still waiting are not in.
Half of these awards were announced within 52 days of the bid deadline.
i
How often work is awarded with no recorded rival.
Direct awards and tenders where every published lot count shows one bid.
The market share is a minimum: some awards have no bid count.
Thin markets produce this too; it is not proof of a tailored specification.
Missing bid counts may hide more single-bid awards. This share is a minimum.

How did awards compare with estimates?
i
Where winning prices landed against estimates.
Each colour shows awards below, close to or above the published estimate, one lot at a time.
On a framework or DPS, prices are agreed when work is called off.
Past prices are a guide, not a bid price.
Not comparable on a framework or DPS. The notice sets up a supplier panel and a ceiling value; what the work actually costs is agreed later, on each call-off or mini-competition, and those publish as contract notices of their own. The award-vs-estimate record of this market therefore sits on the call-offs; this page shows it on the contracts, not on the panel that frames them.

About this data
- Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
- Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
- Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
- Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.

Northern Trains Limited ("NTL") is seeking to undertake early market engagement with suitably qualified and experienced Suppliers in advance of a forthcoming procurement to establish a Train Care Centre & Stations Construction Framework.
The proposed Framework will support the delivery of a programme of works across NTL's Train Care Cantres & Stations, including (but not limited to) civil, structural, mechanical, electrical, and associated infrastructure upgrades required to facilitate current operations and the introduction of new rolling stock.
NTL invites interested Suppliers to attend a virtual Pre-Market Engagement session, which will be held on:
14th July 2026 at 10:00am via Microsoft Teams
The session will include a presentation delivered by the Project and Procurement Teams, outlining the strategic objectives of the Framework, the anticipated scope of works, and the proposed procurement approach.
The session will provide insight into the following areas:
-Overview of the Train Care Centres & Stations Construction Framework and programme objectives
-Scope of works and technical requirements across the Train Care Centres & Stations
-Anticipated lotting structure and delivery model (where applicable)
-Procurement route, timelines, and key milestones
NTL is also seeking feedback from the market to help inform the development of the procurement strategy, including:
-Proposed contracting model (e.g. framework structure, call-off -mechanisms)
-Packaging and subcontracting opportunities
-Pricing approaches and cost management mechanisms
-Commercial terms and risk allocation
Following the engagement session, participating Suppliers will be invited to complete a short questionnaire to capture feedback on the proposed approach.
NTL may also invite Suppliers to participate in one-to-one follow-up meetings, which are expected to take place shortly after the session. These meetings will provide an opportunity to explore feedback in greater detail, including views on constructability, delivery risks, and optimal commercial arrangements. Selection for these sessions will be at NTL's sole discretion.
This pre-market engagement is being undertaken to inform NTL's approach and does not constitute a commitment to commence a procurement process.
To express interest in attending the Pre-Market Engagement session, please email:
- Amber Darby-Lunn ([email protected]) and
- Daniel Yates ([email protected])
Please include your organisation's name, contact details and the name of attendees. A calendar invitation with joining details will follow.
Suppliers should note that there is no obligation to take part in this preliminary market engagement exercise and that if they do not take part, it will not preclude them from the subsequent related procurement process. Engaging Suppliers will not receive preferential treatment in any procurement tender process, and this is in no way an indication of the selection of any organisation or a guarantee of future work.
