The aim of such an initiative would be to enable residents to install high-quality renewable energy products at a reduced price. The aim of this early market engagement exercise is to determine whether there is a market to help residents purchase “supply and fit” PV arrays, battery storage, and electric vehicle (EV) chargers at an affordable price from accredited installers. The contractor will handle customer service, vet installers and provide regional capacity for rollout of solar PV, plus provide relevant project data to the lead authority. This PIN forms part of a preliminary market engagement and speculative scoping exercise to help inform the Council’s potential approach to procuring such services. There is no guarantee or commitment that this PIN will result in a subsequent tender exercise. The Council reserves the right to cancel the exercise at its sole discretion. This exercise will not be used for the purposes of short-listing at a later stage and non-participation will not restrict access to any future tender opportunity. The Council reserves the final right to follow what it considers to be the most appropriate approach to market and will not meet any costs incurred by any party in responding to this scoping exercise. Having considered all representations, the Council reserves the right to package the requirement in such a way as to offer the most cost effective, sustainable solution.
