Published requirement descriptionThe Welsh Government launched its Disabled People's Rights Plan on the 15th of December 2025. The Disabled People’s Rights Plan sets out a 10-year cross-government framework to advance the rights and opportunities of disabled people in Wales, removing societal barriers, and challenging the prejudice and discrimination they face. In line with the Public Sector Equality Duty to address the inequalities experienced by those with protected characteristics, the Disabled People’s Rights Plan directly targets the 670,000 disabled people in Wales who continue to experience inequalities and barriers across a range of areas, including in employment, education, healthcare, access to services, transport, housing, community participation and justice.
The Plan was published alongside a supporting document that outlined the short-term actions to be delivered within the first two years up to the end of 2027. The Welsh Government has committed to delivering 67 short-term actions, which are aligned to achieving the outcomes that are set out in the Plan. These actions uphold the principles of the articles outlined in the UNCRPD and Welsh Government’s National Equality Objectives.
The Client wishes to commission an evaluation of the Disabled People’s Rights Plan, comprised broadly of the following:
