FTS reference 2025/S 000-084583.\nThe Council's main aim in undertaking the PME was to understand the market's interest, capacity, current & future capability and opinion on options for the development of a procurement strategy and tender documentation to meet needs, objectives, statutory obligations and best value duties for the establishment of a Framework to provide building safety projects for several higher risk residential buildings within the Portsmouth area.\nFeedback Highlights\nFollowing a number of 1-1 meetings and responses to questionnaires, analysis of the supplier feedback and a review of the risks and benefits was undertaken, concluding the following:\nFeedback from suppliers indicates increased interest in tendering for these contracts as a package / pipeline of works rather than on an individual mini-competition basis.\nThere appears to be a larger market of suppliers who are capable of tendering for these contracts who have capacity and the required level of direct delivery of building safety experience, than initially anticipated. It is the Council's intention to set the Conditions of Participation (experience, insurance etc. as detailed within this notice) at a level that enables contractors with this level of delivery experience to be taken forward.\nThere was interest from all who participated in taking on works for medium / low rise buildings. Those that were keen on undertaking a pipeline of work stated that it would enable continuity of work force during BSR wait periods and others, particularly smaller or those contractors with less experience on higher rise blocks were interested in these works as one off pieces of work.\nFollowing completion of the PME processes, the Council has produced a summary report that will be available within the tender pack.\nThe Council now intends to undertake procurement process for the framework inline with the following summary programme -\nITT published via Intend\t \t 8 June 2026\nContract Notice issued on FTS \t 8 June 2026\nSite visits\t 9 June - 19 June 2026\nDeadline for clarifications\t 10 July 2026 @ 23:59\nTender return deadline\t 17 July 2026 @ 12:00\nTender evaluation period\t 18 July - 14 August 2026\nResident Engagement\t Dates TBC\nPreferred bidder discussions Dates TBC\nNotification of award\t 17 August 2026\nStart of Section 20 Notice period 17 August 2026\nEnd of standstill period\t 27 August 2026\nEnd of Section 20 Notice period 21 September 2026\nFramework award confirmation\t 22 September 2026\nFramework execution\t 6 October 2026\nThe Council will run this procurement using either the Open Procedure or CFP procedure. "description": "Portsmouth City Council (the Council) is issuing this notice as it is planning to issue a tender to establish a Framework to provide building safety projects for several higher risk residential buildings within the Portsmouth area.\nIt is anticipated that the framework will be established for an initial 4-year period, with the option to extend by up to a further 2 years in intervals to be agreed.\nThe framework will have an estimate value range of £60m - £120m of work that may be procured through the procurement route based upon the Building Safety Programme for 2025 to 2030.\nThe framework, although primarily for delivery of projects that cover high rise buildings with higher construction value works, will also cover low - medium rise blocks in order to package up phases of work by consideration of geography.\nThe Council do however anticipate that approximately 70% of low-medium rise blocks building safety projects will be let via other arrangements including for the existing and re-tendered framework agreements held by the Council & the Council's term service maintenance contracts.\nIt is not proposed to set a minimum or maximum project value for call offs, as whilst the contract value ranges may differ the core work is of a similar nature, ie. of high complexity, requiring a high level of engagement from the contractor with the majority of the projects utilising design and build and requiring significant resident engagement.\nThe Council's Standard Framework Agreement will be used for the overarching framework. Most call-off contracts will be let using JCT Pre-Construction Agreement for 1st stage pre-construction activities and the JCT Design & Build Contact for 2nd stage construction works. However, the Council is considering allowing for use of the full suite of JCT contracts.\nIt is the Council's intention to commence the procurement in June 2026 to allow for award in September 2026 ahead of the commencement of the first project on site in May 2027.\nTo streamline procurement of contractors and allow high rise programme to be accelerated the Council intends to establish a single framework consisting of 3- 4 suppliers on the primary tier and 2-3 suppliers on a reserve tier to provide contingency in the event of performance and / or capacity issues.\nThe Council is intending to invite proposals for Millgate House, as part of the tendering process to establish the framework agreement with the highest ranked framework contractor being awarded a call-off package of work including the Millgate House project.\nShould up to the next 3 highest ranked suppliers achieve a score within a percentage of the highest-ranking supplier, it is also the council's intention to award a call off package of work to each of these suppliers also.\nIn total the Council anticipates partnering with up to 4 contractors who will work on a pipeline package of multiple projects, including the Design, Construction and compliance with legal and regulatory authorities such as the Building Safety Regulator.\nIt is anticipated that each pipeline package will consist of 3 - 5 projects of varying individual complexities, with anticipated value ranging from £8M initially up to approximately £30M, with higher end value subject to business case sign off of later stages and subject to package contractor performance. Overall, the packages offered will be of equal value and complexity to each other.\nThe Council's intention is that contractors will be required to meet minimum performance KPIs to be awarded further works within the Pipeline.\nBeyond allocation of packages from the original tender process, the council will also reserve the right to award further work via mini competition or direct award on basis of:\n- ranking\n- subsequent linked work phases\n- application of framework rates basis\n- enabling continuity of work force during BSR period\nLocal Government Review\nAs part of the wider Local Government Review (LGR), the Council is required to actively engage in discussions with neighbouring authorities to explore potential opportunities for collaboration, shared service delivery, and governance alignment. While this engagement is ongoing, no formal decisions or agreements have been reached at this stage.\nThe likely impacts of Local Government Review are being considered and will be included for within the estimate total value of the opportunity, with full details to be provided when the formal tender notice is issued.\nPortsmouth City Council & Successor Unitary Authority established as result of Local Government Re-organisation which will likely broadly cover Portsmouth, Gosport, Fareham & Havant boundaries. It is the Council's intention to set the Conditions of Participation (experience, insurance etc. as detailed within this notice) at a level that enables contractors with this level of delivery experience to be taken forward. \nThere was interest from all who participated in taking on works for medium / low rise buildings. Most call-off contracts will be let using JCT Pre-Construction Agreement for 1st stage pre-construction activities and the JCT Design & Build Contact for 2nd stage construction works. "description": "Portsmouth City Council (The 'Council') have published this Preliminary Market Engagement (PME) Notice to inform and engage with the market regarding the establishment of a Framework to provide building safety projects for several higher risk residential buildings within the Portsmouth area. \nThe feedback gained from appropriately qualified & experienced contractors, or contractors that are not yet qualified & experienced but can evidence relevant business development activities will be used to inform the strategy to secure contractors to undertake subsequent building safety remedial projects on multiple higher risk residential buildings within the Council's possession. \nIt is envisaged that the procurement will commence in April 2026 to allow for award in August 2026 ahead of the commencement of the first project on site in May 2027. \nThe Council is considering inviting proposals for the first project, at Millgate House, as part of the tendering process to establish the framework agreement with the highest ranked framework contractor being awarded the call off contact for the Millgate House project. \nThe Council anticipates partnering with multiple contractors who will work on multiple projects, including the Design, Construction and compliance with legal and regulatory authorities such as the Building Safety Regulator. \nDEMAND\nThere are currently 12 projects to be tendered, subject to review, of the following values;\n4 x Up to £1m \n4 x £1m - £5m\n4 x £15m - £20m\nSCOPE OF WORKS\nFire Stopping \nNew Compartment Walls \nNew Communal Fire Door Sets \nNew Fire Rated Property Entrance Doors (External and Internal) \nClass B-s1, d0 Communal Decoration \nInstallation of External Wall Systems \nFire Rated Window Replacement \nWalkway / Balcony Railing Repair / Replacement \nInstallation of Emergency Lighting \nInstallation of Fire Alarm Systems \nInstallation of Evacuation Alert Systems \nSolar Panel Remediations \nInstallation of AOVs \nVentilation Repairs / Improvements \nInstallation of Sprinklers \nDry/Wet Riser Installation / Replacement \nPROPOSED FRAMEWORK\nThe Council's preferred strategy is to create a new framework; however, to assist make its decision on the form, structure and scope of the framework, the Council is keen to gain views from the market on options for how the framework could be structured, including lotting and call off mechanisms to ensure greatest flexibility. \nThe framework, is currently proposed to have the following features:\nTo meet the programme the procurement route will be established for an initial period of 4-years, with the option to extend for a further 2 years, up to a maximum 6-year duration in total. The extension may be required as contingency in case the programme of works experiences unforeseen delays due to regulatory approvals, alterations to works or changes in further demand. \nIt is anticipated that over the initial 4-year period up to £85m may be procured through the procurement route based upon the Building Safety Programme for 2025 to 2030. \nThe projects predicted to be procured through this route are anticipated to range in value from £0.4m to £19m, with the average call off project being in the range of £1m - £5m. \nThe Council is currently considering the procurement strategy for projects above £15m, which may or may not be included for within the proposed framework, depending on the outcome of internal discussions and this pre-market engagement exercise. \nIt is not proposed to set a minimum or maximum project value as whilst the contract value ranges may differ the core work is of a similar nature, ie. of high complexity, requiring a high level of engagement from the contractor with the majority of the projects utilising design and build and requiring significant resident engagement. \nThe Council's Standard Framework Agreement will be used for the overarching framework. It is anticipated that most call off contracts will be let using JCT Pre-Construction Agreement for 1st stage pre-construction activities and the JCT Design & Build Contact for 2nd stage construction works. However there may be occasion when opportunities are tendered on a traditional lump sum single stage basis for either or both the design and build elements. The Council is therefore considering allowing for use of the full suite of JCT contracts and potentially also the NEC suite of contracts. \nThe Council is currently considering the lotting options under the framework. Options being considered include:\n - Establishing a single framework approach with 4 suppliers on the primary tier with 2-3 suppliers in a reserve tier OR\n - Establishing 2 lots covering different regional areas with 4-5 suppliers on each lot.\nAward of contracts may be via a mini-competition or direct award, as appropriate and depending upon Lotting strategy adopted. The procurement route for each project will be determined on an individual basis. \nThe Framework may will primarily be used by Portsmouth City Council & Successor Unitary Authority established as result of Local Government Re-organisation which will likely broadly cover Portsmouth, Gosport, Fareham & Havant boundaries. Gosport Borough Council, Fareham Borough Council and Havant Borough Council will also be able to utilise the framework in advance of the new unitary authority vesting on 1st April 2028.\nThe Council is also considering opening up access to other Council's and public sector bodies such as Housing Associations operating within the wider Solent area. \nPROGRAMME\nThe Council are intending to run the PME and the subsequent envisaged tender process under the following Procurement Programme: \nIssue Preliminary Market Engagement Notice 18th December 2025 \nPME Contractor Engagement Event (Hybrid) 16th January 2026 \nPME Contractor engagement 1:1s 26th January 2026 to 6th February 2026 \nITT published via Intend / Contract Notice 20th April 2026 \nSite visits and bidders' session 20th April 2026 to 15th May 2026 \nDeadline for clarifications 29th May 2026 \nTender return deadline 5th June 2026 \nNotification of award 3rd July 2026 \nEnd of standstill period 15th July 2026 \nSection 20 period 6th July 2026 - 4th August 2026\nFramework & Contract Award Confirmation 5th August 2026 \nFramework & Contract Execution 21st August 2026 \nMobilisation 21st June 2027 to 8th October 2027 \nWorks commence on site 11th October 2027 \nCompletion of works on site 6th October 2028",
