Asbestos Survey and Analytical Works for Wrexham County Borough Council
Authority: Wrexham County Borough Council (Local council)
What is being bought
Published requirement descriptionWrexham County Borough Council (WCBC) is looking to appoint a single Contractor to undertake Asbestos Surveys and Analytical Works. The agreement will run for an initial 4 year term with the option to extend for a further period of 2 years, subject to satisfactory performance. The scope of the work will include, but not be limited to:
• Surveys and reinspection’s of domestic properties (dependant on new regulations/guidance).
• Reinspection’s of areas that fall under CAR2012 Reg 4 (Schools, commercial units, community centres and public buildings).
• Demolition and refurbishment surveys.
• Bulk sample and analysis.
• Reassurance air testing when required.
• Analytical work and site supervision of asbestos removal works.
• Water absorption testing.
• Management plan and report writing where required.
• Consultancy advice where required.
• Asbestos awareness training.
The work may be located anywhere across Wrexham County Borough with all WCBC owned and / or managed buildings falling within the scope of this Contract. For clarity, this may include private properties that the Council does not own, but is managing or is responsible for in some other way, such as local lettings.
The volume of work orders issued through this Contract may fluctuate and as such each Tenderer must be able to provide a flexible and scalable service that is capable of handling increases and decreases in demand throughout the Contract term. Given the nature of the work and the continued reduction in the number of buildings containing asbestos, it is entirely possible that volumes will reduce, although the Council cannot guarantee that this will be the case.

Tenderers should note that this Contract does not allow for the removal of asbestos. The removal of asbestos will be managed via a different contract which is scheduled to end 31st March 2027. It is the Councils intention to retender for the asbestos removals Contract but cannot guarantee this or the chosen procurement route.
The Contractor who is successful in being awarded the Asbestos Surveys and Analytical Works Contract (this procurement exercise) will be unable to bid for the planned Asbestos Removal Services contract. This extends to any organisations who are part of the same business group, i.e. organisations who share the same ultimate parent company. This is to support compliance with The Control of Asbestos Regulations 2012.

- The authority expects to re-tender this requirement around 9 Sept 2033, 23:59 BST.
- No preliminary market engagement: Not enough time and contracted work is heavily regulated / standardised

How Wrexham County Borough Council buys Consultative engineering and construction services (CPV 7131) — and who usually turns up

How the contest usually goes
Left: this authority. Right: the market where the work is delivered. Bids and award-vs-estimate pairs are per lot, from contested contracts only — direct awards (including PA 2023 transparency notices) report one bid by definition and are left out. On Procurement Act 2023 notices the count is the tenders assessed at the final stage, not every submission received; pairs compare like with like (VAT-exclusive, or VAT-inclusive on both sides). Empty means nothing was published, not filled in from elsewhere.

Coverage and what to read with care
- Each tile explains itself. The on a figure says what it is, how it is counted and which scope this notice’s own record came from (class, division, all categories, or the authority’s 24-month row). The two columns are never blended and nothing is filled from a UK-wide figure; an empty tile means the source published nothing usable. Long form: Methodology.
- Coverage. Roughly 40 % of notices publish a bid count; about half publish an ITL1 delivery location, so the market column reads the authority’s registered region when the notice has none (labelled). About 30 % of award-vs-estimate pairs are exact matches — the buyer published the award at the estimate. n is on every figure; a thin sample is muted, never hidden.
- “Match” and “relevance” are model scores from the nightly matcher, not published facts. Find a Tender does not publish who is bidding. Never shown: contact details, payment behaviour, or a recommended price.
