Coverage: 108 active published awards; 20 bid reports (which may be per lot). Supplier values exclude multi-supplier awards, frameworks and DPS, and use GBP only. They are published award values, not payments. Published-to-award variance compares single-lot, single-award, single-supplier GBP procedures with explicitly non-framework/non-DPS status; increases remain in the average. Unpublished data stays unknown. Awarded suppliers are winners, not all bidders.

What is being bought
Westminster City Council (WCC) are currently exploring options to re-procure the Council’s Fleet Management and Vehicle Leasing services.
The Council currently has a fleet of approximately 40 vehicles and there is a requirement to potentially outsource; the management of these vehicles, the acquisition of a broad range of hybrid & electric lease vehicles and fleet management administration tasks such as fuel cards, speeding fines, congestion charges etc.
To aid us in the design of future services, the Council are issuing a market engagement questionnaire, so we can review and refine our final procurement solution.
This exercise is not a call for competition and does not commit WCC to carry out any procurement exercises in relation to this project. Responding to the questionnaire does not confer any advantage or disadvantage to organisations and / or individuals in respect of any future procurement exercise that may take place. WCC will not be responsible for any costs or expenses incurred in responding to this questionnaire or any other related market engagement activity.
All written responses will be reviewed and respondents feedback from this engagement will inform, test and develop the procurement strategy and current thinking for the final solution which is expected to be within 2026 – procurement route still to be defined.
This market engagement opportunity is accessible via our City of Westminster Procurement and Contracts portal ("the Portal"), please visit https://wcc.ukp.app.jaggaer.com and register your account to view the questionnaire.
