  • Change DHCW has modified the contract by extending its duration for a further period of up to three (3) years, comprising an initial two (2) year extension followed by a further one (1) year extension, extending the contract term to 18 September 2029. The existing solution has been specifically developed and configured to meet the requirements of NHS Wales and is integrated within DHCW's national digital architecture. As a result, the platform is regarded as a bespoke solution and replacement within the required timescales would present significant technical, operational and clinical risks. The extension was required to: - Maintain continuity of critical Point of Care Testing and medical device management services across NHS Wales. - Avoid disruption to patient care and associated clinical risks. - Allow DHCW sufficient time to undertake market engagement, assess supplier capability and identify potential replacement solutions. - Secure the necessary funding and approvals for a future procurement. - Enable completion of a full procurement exercise and associated implementation, migration and exit activities, estimated to require 18 to 24 months. - Minimise operational risk arising from concurrent national digital and service transformation programmes. DHCW concluded that procuring an interim solution until September 2029 would neither be practical nor proportionate. Transitioning to an alternative supplier for a temporary period would introduce significant technical interoperability challenges, duplicate implementation costs, and increase the risk of disruption to patient-critical healthcare services. The extension therefore represents the most proportionate and risk-managed approach to maintaining service continuity while DHCW undertakes the activities necessary to establish a long-term replacement arrangement. — Need for additional works, services or supplies by the original contractor/concessionaire: The Voluntary Contract Modification Notice informs the market that DHCW has entered into a modification with Siemens Healthcare Diagnostics Ltd to extend the Contract for up to 3 years, comprising an initial 2 year extension and a further 1 year extension extending the term to 18 September 2029. A new procurement procedure was not required, as the modification is permitted under Regulation 72(1)(e) of the PCR2015 and is not substantial within the meaning of Regulation 72(8). It does not alter the overall nature, scope or economic balance of the Contract, nor would it have affected the outcome of the original procurement. DHCW is publishing this voluntary notice in the interests of transparency. The modification ensures continuity of critical services while DHCW undertakes market engagement, secures funding and approvals for a replacement solution, and completes a future procurement, implementation, migration and exit programme mitigating operational, technical and clinical risks
