Published requirement descriptionThe purpose of this market engagement is to seek feedback from the Provider market in relation to the provision of a SAAS unified software platform for Heat Networks with focus on arrears such as end-to-end management, optimisation, regulatory compliance, development and support of the Westminster City Council (WCC) portfolio.
This is not a call for tenders or a pre-qualification exercise but is to gain an insight into the market for Heat Networks services and to understand the level of interest and capacity of the market in relation to this future opportunity.
Feedback received will be used to inform the commissioning strategy and to refine the Specification for this service. The intelligence provided will also inform internal decision making as to the affordability of the development and support service with the anticipation that this enables an informed budget for a formal sourcing exercise.

A Request For Information (RFI) is available to complete for interested organisations. To take part in the market engagement exercise, interested organisations should complete the RFI document which is available on the councils e-procurement tool ("Jaggaer"), reference SQ_30230 - PRJ_31300 - WCC Heat Networks Metering and Billing Solution, and the link to Jaggaer can be found here: https://wcc.ukp.app.jaggaer.com/go/6203552201A116D77559. Please copy and paste onto your browser. Further information can be found on the council’s website here: https://www.westminster.gov.uk/about-council/procurement/our-esourcing-and-contract-management-solution. This questionnaire will not form part of the formal procurement process. All responses are to be submitted via Jaggaer (online procurement portal ref: SQ_30230 - PRJ_31300 - WCC Heat Networks Metering and Billing Solution, no later than 17:00 hrs (GMT)) on Monday 19th October 2026. The deadline for submitting clarification questions will be at 17:00hrs on Friday, 16th October 2026. Our expectation is that a procurement will follow on conclusion of the market engagement exercise.
