Published description of the framework
A Lot 1 Framework Agreement will be considered for a maximum of 3 potential suppliers whose
Proposal is supported by any required verification evidence (to include, without limitation, any updated
information or references relating to any Exclusion Grounds or Conditions of Participation responses)
obtained by the British Council relating to any self-certification or other requirements referred to in the
Procurement Specific Questionnaire.
18.5.2 A Lot 2 Framework Agreement will be considered for a maximum of 70 potential suppliers whose
Proposal is supported by any required verification evidence (to include, without limitation, any updated
information or references relating to any Exclusion Grounds or Conditions of Participation responses)
obtained by the British Council relating to any self-certification or other requirements referred to in the
Procurement Specific Questionnaire.
For Lot 1 and Lot 2, if any verification evidence requested from a supplier, or a relevant third party as
may be referred to by the supplier in the Procurement Specific Questionnaire as a party prepared to provide
such information, is not provided in accordance with any timescales specified by the British Council and/or
any evidence reviewed by the British Council (whose decision shall be final) does not demonstrate
compliance with any such requirement, the British Council may reject that tender response in full and
disqualify the potential winning supplier from the Procurement Process at that point.
Thematic and Regional Tags (voluntary) - In addition to bidding to Lot 2, suppliers are invited to submit
additional evidence of expertise across the different thematic areas and regions. Suppliers who submit 3 or
more examples of relevant expertise in a specific thematic and regional areas will receive a corresponding
thematic/regional "tag," denoting their documented expertise in this area. These voluntary responses will be
submitted in Annex 6 (Lot 2 Thematic and Regional Tag(s) Response (Voluntary)).
Only the thematic and regional tag responses from the (up to) 70 suppliers selected for consideration
will be reviewed. Tag responses will be reviewed independently of Annex 3 (Supplier Response). Each
individual thematic or regional tag response will be reviewed independently of other tag submissions.
Therefore, experience cited in either a) Annex 3 or b) other tag responses in Annex 6, should be cited again
in supplier's responses for the relevant tag. This may mean citing an experience more than once.
18.8 Tag responses will be scored as met/not met the tag requirement. A tag will be awarded for responses
which meet the relevant tag's requirements as outlined in Annex 6.
It is anticipated that these tags will be used by the British Council to identify Lot 2 suppliers with
specialist expertise. Suppliers may then be invited to bid for relevant specialist work either through a) mini
competitions when there are multiple suppliers with the relevant expertise or b) to submit proposals for direct
awards, and addendums where there is only one supplier with the relevant expertise within the Lot. Where
specialist expertise is not required or cannot be identified using tags, work will be procured via an open
competition on Lot 2.
British Council ITT (Open Procedure)
Revised Feb 2025
Suppliers can submit evidence for as many or as few thematic and regional tags as match their
expertise-a supplier could bid to receive all or no tags, or any number in between. There is no cap on the
number of suppliers who receive a tag.

- Price carries 40 of 100 points: a 10% discount moves about 4 points. The method statement decides this lot, not the discount.
- “UK_1003 Global Evaluation Framework Retender 2026” is a framework: the contest is a place on its panel, not a single contract: call-offs may be direct or by further competition.
Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.
