- How the procedure runs: TransPennine Trains are running a 2 stage tender, Stage 1 - Invitation to Participate (ITP), with Stage 2 Invitation to Negotiate (ITN) following. Following completion of the ITP, shortlisted Candidates will be invited to the Invitation to Negotiate “ITN”.
