TPE conducted this procurement (New Trains Financier) to procure an Owner to finance, own and lease the new Units for use in passenger service TPE sought tenders for the financing and ownership of: a. the Units; and b. the Associated Equipment (as defined in the Contracts) as well as the provision of asset management services as detailed in the Joint Project Management Agreement. Additional information: The technical criteria included several stages with a combination of pass/fail and scored criteria. Tenderers only passed the technical criteria where they passed all pass/fail criteria and met a minimum threshold for the scored criteria. There was therefore no specific overall weighting applied to the technical evaluation stage as a whole
