Procedure rationaleNegotiated without a prior call for competition • The works, supplies or services can be provided only by a particular economic operator for the following reason: - absence of competition for technical reasons Explanation: Redcar & Cleveland Borough Council intends to award a contract for the provision of telecare services for 12 months, commencing 1 April 2024, to include a telecare monitoring and response service (including mobile emergency response), the purchase, storage, stock management, installation and routine testing of assistive technology equipment and completion of digital switchover for 1500 service users, as it believes Regulation 32(b)(ii) applies: (b) where the works, supplies or services can be supplied only by a particular economic operator for any of the following reasons:- (ii) competition is absent for technical reasons. The Regulation applies as no other telecare solution can provide the Council's requirements in full: 1. Provide stability of the current service whilst completing the digital switchover and enable the Council to carry out a competitive tender process during this period. 2. Digital solution requiring no modification when Open Reach replace/switch off the analogue PSTN.
