Published requirement descriptionThe Council is seeking to establish a multi-supplier Highways Framework Agreement to support the delivery of highway maintenance, improvement, construction, specialist services, materials supply, plant hire and associated activities across the highway network and related infrastructure.
The Framework will provide a compliant and flexible route to market for planned and reactive works and services and will be divided into the following 11 lots:
Lot 1 - Road Markings & High Friction Surfacing
Lot 2 - Road Restraint Systems
Lot 3 - Temporary Traffic Management
Lot 4 - Traffic Signals
Lot 5 - Multi-Disciplined
Lot 6 - Carriageway Maintenance
Lot 7 - Carriageway and Footway Surface Treatments
Lot 8 - Hire of Equipment (with/without Operators)
Lot 9 - Haulage with Driver
Lot 10 - Supply of Asphalt
Lot 11 - Highways Resource Support
The Framework has an estimated core value of £71,550,000 million Ex VAT over its full term. In anticipation of Local Government Reorganisation (LGR), the Council reserves the right to vary the scope, value and volume of services procured through the Framework. Should additional requirements arise as a result of LGR, the total estimated Framework value may increase to a maximum of £107,325,000 million EX VAT.

Stage 1 - Invitation to Participate
This will be the PSQ stage that suppliers complete such as their economic and financial standing and their technical/ professional ability. The Council will also ask scored and weighted questions to arrive at a shortlist of a maximum four highest scoring suppliers for each lot to take to Stage 2.
Stage 2 - Invitation to Submit Final Tenders
Suppliers successful from Stage 1 will be invited to submit their tenders which will consist of their pricing, quality and social value methodologies.
The values attributed to individual lots are indicative only and do not represent any guarantee of expenditure. Actual spend may vary between lots depending on operational requirements, available funding and any changes arising from LGR.
Call-off contracts may include highway maintenance works, specialist highway services, traffic management, supply of materials, plant and equipment hire, haulage services and resource support. Requirements may range from small-scale reactive works to larger planned maintenance and capital improvement schemes.
Appointment to the Framework does not guarantee any minimum value or volume of work. Call-off contracts may be awarded by direct award and/or further competition in accordance with the Framework terms and procurement documents.

How the procedure runs: This Invitation to Participate stage (Stage 1) includes a Procurement Specific Questionnaire (PSQ) , which all Bidders are required to complete and return. Published description of the framework
Individual Call off Contracts will be awarded via the Framework in accordance with one of the following procedures Direct Award (Basket of Rates) Direct Award (Ranked Order) Further Competition Framework Providers will not be compelled to bid for all business offered via further competition. It is recognised that not all Call Off Contracts will necessarily suit every Framework Provider because of the type of services / works required. Not all routes above are applicable to all lots Individual Call off Contracts may be of any reasonable duration regardless of when they commenced, i.e., an individual call off contract may outlive the expiry of the Framework Lot itself. However, given the nature of the works being sourced, it is anticipated that the duration of most individual call off contracts will last no longer than one year. The Council intends that all call-off competitions and other framework activities will be managed through its E-Procurement system.
