What is being bought
Establish a contract for the provision of of bulking and haulage of Dry Mixed Recycling (DMR) collected by (or on behalf of) the council and delivered by Waste Collection Vehicles. The Council collects c.20ktpa of DMR from households within the Council boundary. In addition, 550tpa of DMR is collected by a third party from commercial premises within the Council Boundary.
The initial contract period is 2 years; the contract is estimated to commence 9th June 2025 and expire 8th June 2027.
There will be an option to extend the contract for 3 years in annual increments, subject to satisfactory performance and business needs. Maximum contract period is 5 years.

Should the option to Extend the term of this (Bulk Haulage) contract be exercised, or upon Termination of the DMR Processing Services Provider, the Delivery Point may be subject to change during the term. The initial contract period is 2 years; the contract is estimated to commence 9th June 2025 and expire 8th June 2027. Procedure rationaleDerby City Council issued PIN Notice (2025/S 000-004543) on 11th February 2025 advising the market of a tender opportunity for the provision on Bulking and Haulage of Dry Mixed Recycling. A subsequent Contract Notice (2025/s 000-006833) on 21st February 2025 inviting tenders to submit a bid for this requirement.
No bids where received for this so The Council has negotiated this contract in line with Regulation 32(2)(a) of the Procurement Contract Regulations 2015 which states that (2) The negotiated procedure without prior publication may be used for public works contracts, public supply contracts and public service contracts in any of the following cases:-
(a) where no tenders, no suitable tenders, no requests to participate or no suitable requests to participate have been submitted in response to an open procedure or a restricted procedure, provided that the initial conditions of the contract are not substantially altered and that a report is sent to the Commission where it so requests.
Due to the nature of this requirement and to continue with an ongoing service for our residents The Council is not offering a standstill period and will proceed with the contract award. |
