      "features": "This procurement will be conducted using a Competitive Flexible Procedure to establish a multi-supplier Framework Agreement consisting of two lots: TCI (Targeted Catchment Investigation) and CCTV & Cleaning. Suppliers may bid for one lot or both lots.\nThe first stage of the procurement will be a Pre-Qualification Questionnaire (PSQ), which will be issued to the wider market. The PSQ will include a combination of information-only questions, weighted assessment questions, and pass/fail requirements. Suppliers must successfully meet all pass/fail requirements to progress to the next stage. Following evaluation of PSQ submissions, selected suppliers will be invited to participate in the Invitation to Negotiate (ITN) stage.\nResponses for the TCI lot will be evaluated using a 60% commercial and 40% technical weighting. Responses for the CCTV lot will be evaluated using a 70% commercial and 30% technical weighting.\nSuppliers will have the opportunity to submit clarification questions during the tender process. Following submission of ITN responses, Thames Water will undertake individual evaluations and moderated consensus scoring. Thames Water reserves the right to seek further clarifications where required.\nAs part of the evaluation process, suppliers may be invited to participate in presentations and discussions to support the assessment of their proposals.\nFollowing evaluation, clarification and presentation stages, shortlisted suppliers may be invited to submit a Best and Final Offer (BAFO). BAFO submissions will be evaluated in accordance with the methodology set out in the procurement documents.\nFollowing completion of the final evaluation, Thames Water intends to award framework positions to multiple suppliers under each lot. Further details regarding the framework operation and call-off arrangements will be provided within the procurement documentation.\nThis process may be refined as the procurement progresses, provided that any changes are communicated transparently and applied equally to all participating suppliers."
