What is being bought

Published requirement description

West Yorkshire Police (WYP) have their own Transport Department which undertakes servicing and repairs to police vehicles including replacing worn and punctured tyres.

To complement an existing contract with Goodyear for their own brand tyres, for this contract Suppliers will be required to provide a variety of tyre brands, for both cars and motorcycles, to meet ad-hoc requirements. Based on historic data, the required range is likely to include, but not be strictly limited to, the following brands:

  • Bridgestone
  • Dunlop
  • Continental
  • Michelin
  • Pirelli
  • Hankook

Suppliers must be able to supply a range of commercially available tyres on a 'supply only' basis to any location within the West Yorkshire boundary. This will be predominantly delivery to the Transport Department based in Wakefield but from time to time, Suppliers may be required to deliver to our third-party contractor's body shops which are based in Leeds and Huddersfield. All tyres provided must be Original Equipment Manufacturer (OEM) tyres.

Suppliers must be able to provide any commercially available tyre solution that is suitable to be fitted to the Buyer's vehicle or equipment. This may include, but is not limited to:

  • Motorcycles
  • Passenger vehicles
  • 4x4's (on and off road)
  • Light Commercial Vehicles (LCVs)
  • Minibuses, coaches and buses
  • Large Goods Vehicles (LGVs) and Heavy Goods Vehicles (HGVs)
  • Agrarian vehicles
  • Quad bikes
  • Trailers
  • The authority expects to re-tender this requirement around 1 Apr 2030, 23:59 BST.

What this means for your bid
  • Price carries 70 of 100 points: a 10% discount moves about 7 points. This one is won on the number: sharpen the price before polishing the prose.
  • “Supply of Miscellaneous Tyres” is a framework: the contest is a place on its panel, up to 3 suppliers, not a single contract: call-offs may be direct or by further competition.

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.

Review and risk notes
Risks

Price fluctuations of raw materials for the Goods required in this Framework may result in price increases to the contract which exceed the estimated spend (contract value). Whilst the term of the Framework will remain at four (4) years, the Contracting Authority reserve the right to increase the overall Framework value to accommodate any price increases to the Goods which exceed anticipated inflation-related increases.
