What is being bought
Published requirement description- The purpose of this Prior Information Notice (PIN) is to alert potential suppliers to an opportunity in relation to the Local Authorities’ requirements for the turnkey supply and install of the plant and equipment required for the regional wood reprocessing facility at the Silent Valley waste management site near Ebbw Vale in Blaenau Gwent.
- The wider site is currently used for waste treatment and recycling activities, and has a weighbridge, excellent transport and drainage infrastructure and is already in possession of various waste management consents, which will assist the development and delivery of the planned c.30,000 tpa wood reprocessing facility.
- The plant and equipment (powered by electricity where possible, to reduce CO2 emissions) will be procured under a turnkey solution and will be installed following completion of the construction works. The estimated value is estimated at c.2m GBP.
4.The overall objectives of the project are to create a modern and sustainable wood reprocessing facility at the designated waste site at Silent Valley. The facility will be equipped with specialist (electric) plant and machinery, designed to produce specification woodchip products primarily targeting the panel board sector.
- The lead Authority wishes to engage with the supply chain as early as possible and will consult with the market prior to commencement of the procurement.

This PIN does not formally signify the beginning of a procurement and does not constitute a commitment by the Authority to undertake any procurement exercise. Once the Authority decides to formally commence the procurement, a separate contract notice will be issued. Potential suppliers should register their interest to ensure they are kept informed of this opportunity, including the Industry Day, where the Authority will present and market test with suppliers the scope of the “Delivering Differently” opportunity. The purpose of this Request for Information is to invite interested parties to express and register their interest in this opportunity and assist the Authority in finalising the project’s scope of works and the contract. To this extent, the Authority is now seeking responses from the market in relation to the following questions. 1. Would you be interested bidding for this project, or if not, what else would be required for it to meet your organisation’s tendering criteria? 2. The Authority is considering using the NEC 4 Supply Contract where certain out-turn financial risks are shared between the client and the contractor. We would be interested to understand your views on this aspect. 3. What would be the typical estimated lead time for you to deliver a turnkey project of this nature and size, spanning from the design and procurement of the solution, through to supply, install and commissioning of the process equipment? 4. What length of time would the contract price be held for from the date of submission of tender? 5. What length of guarantee could you potentially offer on the installed assets? Please expand on your answer where possible.
