Published requirement descriptionThe Scottish Prison Service requires a supplier to supply and maintain energy efficient televisions that are suitable for use within an in-cell environment.
The SPS currently have a contract in place for the provision of energy efficient televisions (with in-built DVD) for use within a prison environment.
This contract is due to expire and the SPS requires this service provision to be continued. The contract shall also provide for any necessary repairs throughout the contract term.

The SPS commenced this procurement process in good faith and with the intention of awarding a contract. Following publication of the Contract Notice, an Invitation to Tender (ITT) including the Single Procurement Document (SPD) was published by SPS and was made available to bidders. Tender responses were then evaluated by the SPS in accordance with the ITT.

Financial information will be evaluated as Pass or Fail using turnover as a percentage of SPS business, the ratio between assets and liabilities, interest cover, gross margin and operating margin.
- Assessment will reflect SPS’s consideration that there are no adverse financial factors noted and the bidder assessed as a low or acceptable level of commercial risk for SPS – (Pass).
- Where, in the view of the SPS the bidder has insufficient financial or economic resources to undertake a contract of this scale and/or the bidder’s financial position is likely to put the contract at risk should they be awarded the contract, the SPS reserves the right to exclude (Fail) an organisation from the tender stage.
- Failure to provide the requested financial information will result in a Fail.
Minimum: Employer's (Compulsory) Liability: in accordance with any legal requirements for the time being in force Public and Product Liability: 1million GBP
- Price carries 60 of 100 points: a 10% discount moves about 6 points. This one is won on the number: sharpen the price before polishing the prose.
Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.
